Under Threshold Opportunity
1.1 The Town of Drayton Valley (as may be referred to hereinafter as the “Town”) is requesting a detailed and comprehensive proposal from qualified individuals, and/or businesses for the delivery of food and beverage outlet services at the Ricochet Oil Corp. Aquatic Centre vendor space.
The Town of Drayton Valley is located in central Alberta and has a population of just over 7,200 and servicing surrounding Brazeau County with another additional 7,200 residents.
The Ricochet Oil Corp. Aquatic Centre is a brand new stand-alone pool facility that opened its doors in early 2023.
The lobby has a designated space for a vendor outlet that will receive built-ins with the input from the Proponent to start food and beverage service in 2026.
1.2 The Town is seeking proposals to meet the minimum requirements for service delivery as outlined in this Request for Proposals. Proponents are invited to provide alternative options or solutions to address the service need, however, the Town is under no obligation to deviate from the original specifications requested if a proponent does provide an alternative approach in their submission.
1.3 Closing Time - Submissions will be accepted at the Town until 2 p.m. Alberta time, September 15, 2025.
1.4 Responses can be mailed to the Town of Drayton Valley, Box 6837, Drayton Valley, AB, T7A 1A1 or hand delivered to the Town of Drayton Valley Civic Centre, 5120-52nd Street, Drayton Valley, AB. The submission must be in a sealed envelope and clearly marked as:

Section 2.0 - REQUIREMENTS
2.1 PURPOSE
The purpose of the RFP is to obtain proposals in order to select and establish food and beverage outlet services in the Town of Drayton Valley Ricochet Oil Corp. Aquatic Centre.
2.2 LOCATION
4700 West Valley Park Road, Drayton Valley, Alberta.
2.3 AVAILABLE INFORMATION:
The Town can supply the following information:
a. Rendering of basic layout of the vendor space as per design
b. The vendor space is roughly 180 square feet.
c. Mandatory site visit on August 25, 2025 at 5:30pm, with the Aquatic Centre Manager and Facilities Manager at which time additional questions can be asked and answered.
d. Usage of the facility in numbers of visits and program registration (to be distributed at site visit)
e. Any upgrades and equipment purchase plus installment other than the basic layout will be at the expense of the Proponent and pending pre-approval by the Town through the process of awarding the successful proposal.
f. The hours of public service will be within the hours set by the Town as per public schedule (open) for the facility. Any operational requirements to deliver the service will be within the staffed (operating) hours of the facility.
g. Advertising sign (name/logo) displayed in entrance as per guideline by the Town and produced and paid for by the Proponent.
h. A designated parking stall can be established for short term parking/pick up by customers.
2.4 MINIMUM PROPOSAL REQUIREMENTS
Each proposal must contain the following information:
a. A statement with a description of the customer service philosophy and operating model. Proponents are encouraged to provide any additional information or innovative approaches to their operating model.
b. A complete business plan with a description of the Proponent's services including, but not limited to: vending products and consumer price ranges, employee information related to the service delivery and operation, business experience and financial viability, risk management and liability mitigation. This should also include information about the ability to maintain routine operations, cleaning and preventative maintenance to assure safety of users and meeting potential high volume demands;
c. Upgrades and equipment installment proposal including timeline (eg. Gantt chart), both at proponent’s expenses, to be considered by the Town for approval;
d. List of equipment, proposed under 2.4.b. above, including their make, model, year of manufacture, physical and mechanical condition (if used) and utility usage;
e. List of sub-contractors that will be retained by the Proponent to realize the proposed upgrades and equipment installment under 2.4.b. above;
f. A statement by the Proponent that they will be able to comply with the requirement of submitting a WCB clearance letter, COR or SECOR certificate, and proof of general/professional liability and automobile insurance coverage of minimum $5,000,000 if selected; and
g. A minimum of two references within the last two years pertaining to service and a statement permitting representatives of the Town to allow contact these references provided by the proponent in order to determine the quality of service.
Section 3.0 - SCOPE OF WORK
3.1 The following activities and outcomes will be required related to this proposal to be accepted and awarded to achieve the Town’s objectives. Alternative approaches to this scope of work will be considered.
a. PRIMARY FUNCTION
Work with the Aquatic Centre Manager and in cooperation with municipal employees, including the Maintenance department, with the goal to establish and deliver a food and beverage (non-alcoholic, no cannabis or related products) outlet service at the Ricochet Oil Corp. Aquatic Centre vendor space.
b. MAJOR RESPONSIBILITIES
i. Within three (3) months of the awarding by the Town of the Proponent’s proposal the approved upgrades and installation of equipment are undertaken and finalized in order to open and operate the outlet service for public access.
ii. Entering into a Lease and Services Agreement with the Town for a minimum of three (3) years before operating the service outlet starts. This agreement will set parameters such as financial lease obligations including the amount set at $ 1,300.00 (CAN) per month with a 3% annualized increase – including water, gas and power – excluding communications/date services, the hours of operations, price point regulations of merchandise, expectations, obligations and other legal agreements.
iii. Obtaining and maintaining a Town of Drayton Valley business license, Food handling (safety) license and other applicable approvals under Municipal, Alberta and Canadian law.
Section 4.0 - GENERAL INFORMATION
4.4 CONFLICT OF INTEREST
By submitting a Proposal, the Proponent warrants that neither it nor any of its officers or directors, or any employee with authority to bind the Proponent, has any financial or personal relationship or affiliation with any elected official or employee of the Town or their immediate families which might in any way be seen by the municipalities to create a conflict.
4.5 EVALUATION OF PROPOSALS
a. Proposals will be evaluated on the basis of the overall best value to the Town and visitors of the facility based on quality, service, and any other criteria set out herein including, but not limited to:
i. the Proponent’s ability to deliver the services, meet the requirements, qualifications, and competencies set out herein;
ii. the Proponent’s business and technical reputation and capabilities, experience and where applicable, the experience of its personnel, financial stability, track record, and references of current and former customers;
iii. consultant’s innovation in its approach to the service, including any recommended alternatives, efficiencies and originality;
iv. identification of major issues, challenges and risks associated with the deliverables;
v. quality of Proposal, which lays out the Proponent’s intent in a clear and concise manner; and
vi. any other criteria set out in the RFP or otherwise reasonably considered relevant.
vii. The Town may elect to short list some of the Proponents and may require short listed Proponents to provide additional information or details, including making a presentation, supplying samples, demonstrations, and/or additional technical literature.
b. The Town may elect to enter into negotiations with the Proponent or with any other Proponents concurrently. In no event will the Town be required to offer any modified terms to any Proponent prior to entering into a Project Agreement, and the Town will not be liable to any Proponent as a result of such negotiations.
c. All sub-contractors of the Proponent will be subject to the same evaluation process. It is the responsibility of the Proponent to guarantee that all its sub-contractors will comply with all the requirements and terms and conditions set out herein.
4.7 ACCEPTANCE AND REJECTION OF PROPOSALS
a. Notwithstanding any other provision in the Proposal documents, the Town has in its sole discretion, the unfettered right to:
i. accept any Proposal;
ii. reject any Proposal;
iii. reject all Proposals;
iv. reject a Proposal even if it is the only Proposal received by the Town; and
b. All Proposals shall be irrevocable and remain open for acceptance for at least one hundred and twenty (120) days after the Closing Time, whether or not another Proposal has been accepted.
c. The Town is not under any obligation to award a Project Agreement and may elect to terminate this RFP at any time.
4.8 PROPOSAL TIMELINE
The Timeline for the RFP process is as follows:
a. RFP issued to vendors – August 19, 2025;
b. Mandatory site visit – August 25, 2025 at 5:30pm;
c. RFP closes – September 15, 2025;
d. Presentations or Interviews (if applicable) – from September 16, 2025 to September 19, 2025;
e. Completion of evaluation process and award – September 26, 2025; and
f. Signing of Project Agreement – October 17, 2025.
