Children and Family Services
Workforce Development, Regulatory Compliance, Quality Assurance, and Business Supports Division, oversees the creation and delivery of curriculum to support the learning and development for Children and Family Services (CFS) staff, Caregivers and Delegated First Nations Agencies (DFNA) in Alberta. Workforce Development (WFD) works collaboratively with key stakeholders in Child Intervention and DFNA’s to provide learning and development opportunities that align with the needs and practice initiatives to prepare staff to meet the demands of their role.

WFD supports the learning and development needs of Child Intervention Practitioners (CIPs) and Caregivers (Kinship, Foster and Permanency Caregivers) from the Ministry of Children and Family Services who provide services to vulnerable children, youth and families in Alberta under the Child Youth & Family Enhancement Act. As such, reviews and recommendations are brought regularly to WFD to create or update training to meet the needs of the Ministry.

Child Intervention Practitioners in the Ministry assess reports of abuse or neglect, determine the level of risk, and develop intervention plans to ensure child safety. Their key responsibilities include conducting intake assessments, managing cases, coordinating services with community partners, and supporting families to strengthen parenting skills and resolve challenges. Practitioners also collaborate with Indigenous communities and other stakeholders to maintain cultural connections and promote family reunification whenever possible. Their work is guided by Alberta’s Child Intervention Practice Framework, which emphasizes strengths-based, culturally respectful, and collaborative approaches to child intervention.

All projects represented in this RFP are expected to incorporate the 6 principles below to ensure that all CIPs acquire knowledge and skills in the following key areas:

6.        Continuous Improvement

The purpose of this RFP is to secure one or more successful proponent(s) to update current training for two CIP projects:
1.        Working with the Court System (WWCS)
The purpose of this training is to increase CIP’s understanding of the court system and processes and develop the skills and knowledge necessary to successfully navigate the court system at a Provincial level. CIPs will learn how to engage with and work within the court system to ensure a child or youth’s safety, well-being, and connection. CIPs will understand the legislation, the court processes and requirements, and the roles, responsibilities and authority of all parties involved to increase the CIPs ability to accomplish their court related responsibilities.
2.        Interviewing
The purpose of this training is to prepare CIPs for what they need to consider when interviewing children, youth or families in the context of the Child Intervention Practice Framework (CIPF); understand the scope of a global interview and its alignment with other approaches in Children and Family Services (CFS); demonstrate four interview types of open-ended questions for interviews; practice the phases of the global interview using tools and practice approaches that are sensitive and age appropriate; and conduct basic coding of questions from a sample transcript.
