Fifth & Elm Mural Design and Installation

General Information The City of Portland, Texas (“City”) hereby issues this Request for Proposals (“RFP”). The City is seeking proposals from qualified muralists or artist teams to design and install a large-scale, outdoor mural at the Fifth & Elm venue currently under construction.

The entertainment complex consists of a 37,400-sf multipurpose event center (that includes a 5,000-sf restaurant and 3,500-sf terrace bar), a 2,000-person capacity outdoor concert venue, and associated playscapes and amenities. The City intends to install a mural on the exterior building situated at one of the main approaches to the venue. The location will be highly visible to vehicular and pedestrian traffic approaching the site from both 5th Street and Elm Street. Dimensions of the mural location are 89’ 7 ¾” in length and 16’ 3” in height. A diagram of the construction specifications for the mural wall are included.

The mural should align with the Fifth & Elm brand guidelines, be reflective of Portland, Texas, and embody the family-friendly, fun, and vibrant spirit of the venue.
