SCADA Migration - RTU Mapping and Integration Services

Proposal
The City of St. Cloud, Minnesota Public Utilities Department is soliciting proposals from qualified
consultants to provide professional services to develop, document, validate, and implement a
Remote Telemetry Unit (RTU) Mapping Program to support the migration of existing field RTUs from
legacy Master Telemetry Units (MTUs) and Workstation/Human Machine Interface (HMI) systems
(“Old SCADA”) to the City’s new SCADA architecture, including upgraded HMIs and MTUs. The
intent of this project is to ensure continuity of operations, functional equivalency, and data
integrity throughout the migration process.
Background Information
The City of St. Cloud’s SCADA Systems communicates with the wastewater (sanitary/storm)
collections and water distribution remote sites. The entire network includes 8 water distribution
sites (Tanks, Flow Monitoring and Water Quality Sampling), 1 stormwater site, and 38 wastewater
sites (Lift Stations, Flumes/Flow Meters, Chemical Pre-Treatment), including wastewater collection
for the cities of St. Augusta, Sauk Rapids, Waite Park, Sartell, St. Joseph, and Foley.
Project Description
The RTU Mapping Program shall identify, document and map all existing RTU Input/Output (I/O)
points, communication parameters, protocols, addressing, scaling, alarm setpoints and
metadata necessary to achieve functional equivalency between the legacy and new SCADA
environments. For the purposes of this RFP, functional equivalency is defined as the ability of the
new SCADA system to provide the same monitoring, control, alarm, and reporting functionality
currently available in the legacy system. The program shall support systematic migration of RTU
point databases, tag structures, alarms, and historical data references while minimizing
operational disruption to Public Utilities facilities.

Scope of Services
The selected consultant shall configure, validate, test, and integrate all migrated RTU tags into
associated enterprise systems, including WIN-911 Interactive for alarm management, AVEVA
Historian for data archival, and AVEVA Dream Reports for reporting and analytics. Services shall
include development of migration test plans, execution of testing, verification of alarm and
historian functionality, and sufficient documentation to ensure data integrity, alarm functionality,
historical continuity and compliance with City SCADA standards.
The Consultant shall provide a detailed, itemized cost proposal that includes, at a minimum, the
following:
Project management and coordination
Field investigation and documentation of existing instrumentation and control systems
Engineering design services, including preparation of design drawings for review and
approval, and submission of materials and equipment for approval
Fabrication and/or modification of enclosures and control panels, as required
Programming services for instrumentation and control systems
Startup services, commissioning support, and on-site training for Owner personnel on
instrumentation and control systems
Travel and per diem expenses associated with on-site work, if applicable

All work shall be completed and accepted by the City no later than December 18, 2026. The
performance period shall not exceed twelve (12) weeks from the start of the project.
Cost of Service Proposal
The cost proposal will be used with all other elements for making a recommendation to City
Council. The cost proposal will not be considered a bid; it will be the starting point for negotiating
a contract for this work.

Consultant Selection Process
The proposals received will be evaluated based on qualifications and experience of the
Consultant, the anticipated cost of services as well as other appropriate factors (see below).
Selection criteria shall include, but shall not be limited to, the following factors:
1. Related professional experience, specific project responsibility and availability of key
personnel assigned to the project
2. Consultant’s recent experience in the provision of comparable systems and design
services
3. Demonstration of understanding of St. Cloud’s drinking water distribution and wastewater
collection systems, current issues and future needs and the integration of new systems into
existing processes
4. Current workload
5. Demonstrated ability to meet schedules without significant cost overruns
6. Qualifications and experience of consultants and sub-consultants. List of sub-consultants
shall be submitted with proposal
7. Proposed timeline
8. Anticipated cost of services
As the contracting authority, the City of St. Cloud shall make the final decision concerning
Consultant selection and Consultant contracts. The City reserves the right to negotiate
professional services from the selected consultant(s) as deemed necessary to fulfill the complete
project intent.
