The Defense Health Agency Contracting Activity (DHACA) intends to award a Firm Fixed Price (FFP) sole source contract on behalf of the Defense Health Agency (DHA) Defense Centers for Public Health – Aberdeen (DCPH-A) to Agilent Technologies for relocation services for Government-owned Agilent manufactured instruments, under the authority FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The Government requires Agilent, the Original Equipment Manufacturer (OEM), to perform OEM equipment relocation, preventive maintenance, unscheduled repairs (using OEM-trained technicians and OEM parts), calibration services, and software support.
Only Agilent can meet the Government’s critical requirements. Agilent’s proprietary restrictions on access to essential resources specifically OEM training for technicians, OEM repair parts, OEM software updates, and OEM test equipment for calibration services, create a unique situation where no unauthorized third-party service providers can adequately fulfill the agency’s needs. These resources are indispensable for maintaining the functionality, reliability, and compliance of Agilent equipment used in mission-essential operations during relocation.
Agilent’s control over these proprietary elements ensures that only Agilent possesses the specialized knowledge, parts, and tools required to perform equipment relocation, maintenance, unscheduled repairs, and calibration services to the manufacturer’s standards. Unauthorized third-party providers lack access to these critical components, which could result in substandard service, compromised equipment performance, or non-compliance with regulatory or operational requirements. This limitation makes Agilent the only viable source capable of delivering the required services and supplies without risking mission failure or equipment downtime.
This is a notice of intent to issue a contract on a sole source basis. This notice of intent is NOT a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 3:00 PM Eastern Standard Time, 24 February 2026.
