REPLACEMENT OF SPRING STREET CULVERT OVER CLUB CREEK

CONTRACT NO. 2025-49 INVITATION TO BID
Sealed bids for the above-named project will be received by the City of West Haven in the
Office of the Comptroller until 12:00 p.m. (noon) on December 02, 2025, at which time and
place all bids will be publicly opened and read aloud. No bids will be accepted after 12:00 p.m.
on the day of the bid opening.
The project involves the Installation of a new box culvert on Spring Street and other
associated work as described in the Contract Documents. The work will occur within the City of
West Haven, Connecticut.
Contract Documents may be viewed at the City of West Haven Department of Public Works
and purchased through Joseph Merritt & Company (North Haven branch) at
https://josephmerritt.com or by email at northhaven-jobs@josephmerritt.com.
Bids must be submitted in a sealed opaque envelope clearly marked with the project title,
contract number, and the bidder’s name and address. Failure to comply with these requirements
may render a proposal non-responsive.
Each bid must be accompanied by a Bid Surety in the amount of five percent (5%) of the total
bid, as detailed in the Instructions to Bidders. The successful bidder will be required to furnish a
100% Performance Bond and a 100% Payment Bond with a surety company acceptable to the
Owner.
Wage rates for this project are subject to the Connecticut Department of Labor Prevailing
Wage Rates.
This contract is subject to State of Connecticut contract compliance requirements, including
set-aside goals of 25% Small Business Enterprises (SBE) and 6.25%
Minority/Women/Disadvantaged Business Enterprises (M/W/DisBE) and the non-
discrimination requirements enforced by the Connecticut Commission on Human Rights and
Opportunities (CHRO).
Bidders are also required to comply with the President’s Executive Order No. 11246 and all
applicable amendments concerning equal employment opportunity.
No bidder may withdraw their bid for a period of 120 days after the bid opening date.
The City reserves the right to waive any informality or to reject any or all bids if it is in the
best interest of the City to do so.
