The City of Emporia reserves the right to reject any or all RFQs, to waive any informality or irregularity in any RFQ received, and to be the sole judge of the merits of the respective RFQs received. The Consultant will be selected on the basis of demonstrated competence and qualification for the type of services required, and thereafter the City of Emporia will negotiate the services agreement with what it deems as the most qualified Consultant.
A pre-submittal conference for the RFQ will be held on Wednesday, February 25, 2026, at 2 PM in Evora Wheeler Conference Room (Room #1/AB), 516 Mechanic St., Emporia, KS 66801. If you are unable to attend the pre-submittal conference in person, themeeting will be available through a video live stream connection. A meeting invite will be provided to all applicants of record prior to the pre-submittal conference.
