    Bids will be received by the COLUMBIA COUNTY SCHOOL SYSTEM (Owner) at the office of
    the Columbia County School District, Attn: Mr. Tim Beatty, 4781 Hereford Farm Road, Evans,
    Georgia 30809, until 2:00 P.M. local prevailing time on February 18, 2026.
    The bids will be publicly opened and read aloud at the conference room of the Columbia
    County Board of Education, 4781 Hereford Farm Road, Evans, Georgia 30809 at 2:00 P.M.,
    LOCAL TIME, February 18, 2026.
    Bid documents may be reviewed at the Columbia County School District Office, 4781 Hereford
    Farm Road, Evans, Georgia 30809 (weekdays between the hours of 7:30 am & 4:30 pm) when
    arranged with Mr. Tim Beatty [(706) 541-2477] by phone in advance. Plans may also be reviewed
    at the office of the Consultant (weekdays between the hours of 8:00 am & 5:00 pm).
    The work generally consists of minor demolition and construction of a warehouse facility within
    the walls of an existing building. In addition, a remote room will have a wall constructed and the
    roof deck sprayed with insulation followed by general clean-up of the area.
    A mandatory pre-bid conference will be held on January 29, 2026 at 10:00 A.M. local time at the
    project site, 4395 Riverwatch Parkway, Evans, GA.
    Bidding documents may be obtained at the office of the Consultant, Alternative Construction &
    Environmental Solutions, Inc. (ACES), 2247 Wrightsboro Road, Augusta, GA 30904 [(706) 262-
    2000]. Applications for documents, together with a deposit of $ 25.00 per set, shall be filed
    promptly with the Consultant. Bidding material will be forwarded; shipping charges collect, as
    soon as possible. No refunds for Plans and Specification will be made.
    Contract, if awarded, will be on the basis stated in the Instructions to Bidders. No bid may be
    withdrawn for a period of 35 days after time has been called on the date of the opening of bids.
    Bids must be accompanied by a Bid Bond made payable to the COLUMBIA COUNTY SCHOOL
    DISTRICT in the amount not less than ten percent (10%) of the lump sum bid for the complete
    work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into
    contract agreement and furnish a Performance Bond and Payment Bond, as provided by law and

    approved by the Attorney for the COLUMBIA COUNTY SCHOOL DISTRICT. Each bond shall
    be equal to one hundred percent (100%) of the contract amount. The Bid Bond will be forfeited to
    the COLUMBIA COUNTY SCHOOL DISTRICT as liquidated damages if the Bidder fails to
    execute the contract and provide Performance and Payment Bonds within ten (10) days after being
    notified that he has been awarded the contract. Certified checks or letters of credit are not
    acceptable. A surety company licensed to do business in the State of Georgia and listed in the
    Department of the Treasury Circular 570, latest edition, must execute bonds. The surety company
    shall have an A. M. Best Company rating of “AAA” with a financial size of IV (4) or better. Bonds
    must be accompanied by a letter stating bonding company's current rating for verification prior to
    acceptance by the Owner and execution of the formal Owner/Contractor Agreement. Contractor
    and Subcontractor shall require the Attorney-in-Fact who executes bonds on behalf of sureties to
    attach a certified copy of his Power of Attorney.
    Contractors shall submit to the Owner the completed “Statement of Bidders Qualifications Form”
    attached to the Proposal Form at the time of the bid. Bidders are required to have prior roofing
    experience on similar school projects or comparable projects of similar content, scope and
    difficulty.
    The Owner reserves the right to award the project on whatever basis is in the interest of the Owner
    and to accept or to reject any or all bids and to waive technicalities and informalities. Any
    objections to the Bid Documents/Specifications as presented should be filed in writing prior to the
    bid opening date.
