REQUEST FOR QUALIFICATIONS
CONSTRUCTION MANAGEMENT AT RISK SERVICES
The MASSACHUSETTS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk
Services for MPA PROJECT NO. L1967 LOGAN TERMINAL AMENITIES PROGRAM (the project). In
accordance with Massachusetts General Laws, Chapter 149A, Sections 1 thru 13, Massport is seeking a highly
qualified and competent Construction Manager (CM) to provide preconstruction services and implement the
construction of the Project in accordance with an agreement where the basis for payment is the cost of the work
plus a fee with a negotiated guaranteed maximum price. This Request for Qualifications (RFQ) is being utilized
to prequalify and shortlist CM firms who will be invited to submit proposals in response to a Request for Proposals
(RFP) to be issued by Massport.
Massport is seeking to upgrade high-impact passenger spaces across Logan Airport, including renovation
of 10 high-traffic restroom sets and three Kidport play areas in Terminals A and B. Improvements focus on
durable materials, contemporary design, universal accessibility, standardized wayfinding, efficient
maintenance layouts, and targeted system upgrades such as plumbing, lighting, and ventilation
enhancements, all coordinated to minimize operational disruption.
The program also includes a full modernization of the historic Our Lady of the Airways Chapel, upgrading
building systems, finishes, accessibility, and layout within its existing footprint to better serve passengers
and employees. The program aims to be supported in part by federal funding. The work prioritizes domestic
sourcing, improved passenger experience, modernized amenities, inclusive access, reduced lifecycle costs,
and a cohesive airport environment.

as the selection process and evaluation criteria shall be available as of MARCH 11, 2026 on Massport
