Rivers End is a 40-acre residential community located in Beaufort County near Okatie, South Carolina
that is comprised of single-family, detached homes. The stormwater system includes ditches, two layers
of pipes, and two wet ponds and discharges to the Okatie River watershed, a designated TMDL
watershed impaired for fecal coliform. The County owns and maintains the roads and rights-of-way in
this community and has identified it as a viable location for water quality best management practice
(BMP) implementation. Beaufort County is dedicated to improving the water quality within this impaired
watershed while repairing the failing double-layered system.
The goals of this project include:
Replace lower HDPE system with RCP
Install bioswales along Rivers End Drive
Install an in-pipe manufactured treatment device (unsubmerged) targeted to remove bacteria
Perform necessary maintenance of existing system
Design plans are attached for reference.
Several structural deficiencies in the drainage system of the community were identified by the County
Stormwater Infrastructure Department. In addition, years of water quality monitoring data at a water
quality monitoring station on the Malind Creek side of the pond yielded consistently high levels of
bacteria. The implementation of structural improvements in this community present an opportunity to
improve the water quality and loading of fecal coliform entering the Okatie River from the Rivers End
Community and support the responsibility of the County, as an SCDHEC designated MS4 community, to
reduce the pollutant contributions to the impaired waterbody.
