Proposals will be opened and read aloud at the City of Douglas, Department of Community
Development; 302 South Madison Ave.; Douglas, Georgia 31533 at 2:00 P.M. EDT on Thursday,
June 18th, 2026. The Engineer/Architect for the project is MICHAEL BAKER
INTERNATIONAL, INC., 3930 E. Jones Bridge Road, Suite 220, Peachtree Corners, Georgia,
30092.
The approximate extent and character of the Work for the Runway Crack Seal & Remarking is
generally described as follows:
Base Bid:
This project will remark on the existing markings for Runway 4/22 at Douglas Municipal Airport. In
addition to the remarking, the scope will include crack seal to help preserve the existing pavement.
The duration of construction is 10 consecutive calendar days, and will be coordinated with the
engineer, owner, and GDOT. All applicable FAA and GDOT requirements will be followed as further
listed within the contract.
Bidders shall inform themselves concerning Georgia Laws and comply with same.
If awarded, the time allowed for Substantial Completion on Runway Crack Seal & Remarking –
Base Bid is 10 consecutive calendar days from the date of Notice to Proceed for Construction.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by
the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the
OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the
contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.

The Successful Bidder will be required to furnish performance and payment bonds with the executed
Agreement meeting the requirements of the Contract Documents and executed on the forms attached
to the Agreement. The terms and time for payment are set forth in the Agreement.
Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the
Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal
Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do
business in the State of Georgia.
All Bids will remain subject to acceptance for 90 days after the day of the Bid opening, but OWNER
may, in its sole discretion, release any Bid and return the Bid security prior to that date.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. If the BID is
sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate
envelope with the notation "BID ENCLOSED for “Runway Crack Seal & Remarking” on the face
thereof.
An optional pre-bid conference will be held on Wednesday, May 27th , 2026 at 11:00 A.M EDT
at the City of Douglas, Department of Community Development located at 302 South Madison
Ave., Douglas, GA 31533. A virtual option will be provided to all plan holders.

This project is funded under provision of the Airport and Airway Safety and Capacity Act of 1987.
The award of this contract is contingent upon the availability of Federal funding. Certain mandatory

manufactured product, is produced in the United States (as defined in the clause Buy American - Steel
and Manufactured Products For Construction Contracts) and that components of unknown origin are
considered to have been produced or manufactured outside the United States.
The City of Douglas reserves the right to waive any informalities or irregularities in the bids received
