This Request for Proposal (RFP) seeks to engage an independent advisor to provide expert support, validation, and review of SIGA’s annual market compensation analysis. While SIGA is focused on building internal capacity to conduct these reviews independently over time, we recognize the need for external expertise to ensure our approach remains accurate, consistent with compensation best practices, and aligned with relevant market and job benchmarks. Given the unique nature of the organization, support may also be required in developing or conducting custom market surveys to obtain relevant job data where standard benchmarks may not exist.

A 1.SCOPE OF SERVICES
SIGA intends to regularly conduct a Compensation Market Analysis for salaried and hourly positions, as well as ad-hoc reviews for new positions within the organization. A review of all positions is expected every two years, while a smaller market review (pulse check) will occur every year on priority, new, or hard to fill positions.The successful vendor will provide support in the following areas:
1. Advisory Support: The successful vendor will provide expert guidance in identifying comparable organizations across the industry—both within Saskatchewan and on a national level. Additionally, the vendor will support SIGA by advising internal staff on best practices for conducting annual market reviews, including recommended methodologies and strategies for job matching. This includes assisting in the selection of appropriate compensation survey data sources and ensuring accurate market positioning through effective weighting based on factors such as industry, geographic region, and organizational size.
2. Validation and Quality Assurance: The successful vendor will support the review of internal market analysis to ensure accuracy, completeness, and alignment with compensation best practices. This may include validating job matches and interpreting survey data, as well as identifying any gaps, inconsistencies, or potential risks in the analysis. The vendor will also be expected to provide recommendations for changes as deemed suitable.
3. Reporting and Presentation: The successful vendor will review compensation reports and presentations prepared by SIGAs’ internal staff, offering constructive feedback to ensure clarity, accuracy, and strategic alignment. If required, the vendor may also participate in meetings with leadership stakeholders to present findings or respond to questions.
