Negotiated Request for Proposal
The City of Calgary is issuing this RFP for the purpose of retaining a qualified architectural consulting firm to act as a Coordinating Registered Professional (CRP) for the East Calgary Multi-Service Facility project. The City will select a single integrated project team led by the Consultant to provide all services from pre-design and site plan validation to post construction, delivering the envisioned project as outlined in this RFP.

The Consultant's work will include coordinating of all required consulting services as needed and as described in Appendix B. The project spans the seven (7) phases: pre-design and site plan validation, schematic design, design development, contract documentation, construction procurement assistance, construction contract administration, and post construction.

The East Calgary Multi-Service Facility project is a phased redevelopment at the existing East Calgary Waste Management Site. This new facility is a replacement and expansion of the existing end-of-life facilities. The Consultant will need to maximize the use of the available site to support the co-location of multiple service lines. The key project objectives focuses on site safety, operational efficiency, and sustainability initiatives that respond to climate risk and resilience such as achieving Leadership in Energy and Environmental Design (LEED) v4 Gold certification and meeting the minimum performance requirements of the Sustainable Building Policy.

The overall redevelopment consists of the following three (3) components. (See Appendix B for details)
•        Component 1 – New fleet maintenance facility and shared administration area
•        Component 2 – New waste and recycling vehicle storage facility
•        Component 3 – New offsite regional pathways, sidewalks, road improvements, and fuel island outside of the project site

The scope of this project is the design of Components 1 and 2 and construction of Component 1. Construction of Component 2, and design and construction of Component 3 are future additional scope. The Consultant will need to design Component 1 while considering the requirements for the future construction of Component 2 and incorporate it into the design in addition to maintaining the ongoing operations at the existing East Calgary Waste Management Site with minimal impact.

If the funding becomes available, the Consultant team may be awarded the future additional scope under this RFP, subject to approval by The City.

To be considered for this project, the Consultant team members must be able to be registered with the Alberta Association of Architects (AAA) (or Association of Professional Engineers and Geoscientists of Alberta (APEGA) or Alberta Association of Landscape Architects (AALA) registrations as required) prior to award.
