WCW requires a contractor to construct cast‑in‑place concrete foundations and install nine (9) Fonroche solar light poles at WCW's Water Quality Resource Recovery Plant in Richmond, California.
With the exception of the WCW-provided materials mentioned in the Technical Specifications, the Work includes furnishing all labor, other materials, equipment, and supervision necessary to perform site layout and verification, utility locating, excavation, reinforced concrete foundation construction, installation and commissioning of the solar light poles, and restoration of all disturbed areas. All Work shall be completed in accordance with the approved contract documents, manufacturer specifications, and applicable public works standards.
WCW operates a Water Quality Resource Recovery Plant consisting of multiple treatment areas, lagoons, equipment zones, and internal access roads that support continuous wastewater treatment operations. These areas are routinely accessed by operations and maintenance staff during early morning, evening, and nighttime hours. Adequate and reliable lighting is essential to support safe navigation, routine inspections, and ongoing maintenance activities throughout the facility.
Existing lighting coverage is limited or inconsistent in certain locations due to distance from utility power, site layout constraints, and the evolving operational needs of the plant. As a result, some access paths and work areas experience reduced visibility after dark, increasing safety risks and operational challenges. WCW is seeking durable, low‑maintenance lighting solutions capable of performing consistently in an industrial wastewater environment while minimizing ongoing energy and maintenance costs.
This project addresses those needs through the installation of solar‑powered light poles supported by engineered concrete foundations. Work will be performed within an active treatment facility and requires careful coordination, accurate layout, and close attention to existing utilities, underground infrastructure, and varying site conditions.
