1. Paragraph 4.1.6 refers to a spiral staircase but the photos in the previous inspection report only show a fixed straight ladder. Please clarify the UT collection requirements for the shell above the bottom shell course.



(UT Collections are to be made at each shell course, as accessible from the existing ladder.)



2. Paragraph 4.1.9 requires the contractor to ensure that there are no leaks at the manways by filling the tanks to at least the first shell course. Please clarify the Contractor's level involvement in this process. In particular, is this requirement fulfilled if the Contractor is on site when the tank is first filled by WPAFB following the inspection?



(Contractor is responsible for coordinating with the installation when/how much fuel is to be placed into the tank, monitoring the manway for leaks as the fuel level rises, and doing corrective action if any leaks are detected. Once the fuel level is above that first shell course and no leaks exist, this paragraph is satisfied.)
