INSTRUCTION TO BIDDERS
1. Scope: This proposal is for an owner-occupied rehabilitation of a single-family home for health and safety issues:

2. Plans and Specifications: For a project description please see the attached scope of work for a list of items that need to be addressed for health and safety.
3. Bids: Bids may be submitted on the form provided by the County of Humboldt, or an alternate form, but you must enter a total cost estimate for each task itemized on the scope of work. Signatures must be in ink by a principal, duly authorized to sign contracts.
The owner will select a contractor of choice and reserves the right to reject all bids.
The Bid Form, a copy of the Scope of Work with prices itemized, and a project timeline must be received or delivered to County of Humboldt Planning and Building, Attn: Housing Programs, 3015 H Street, Eureka, (jmoredo2@co.humboldt.ca.us) no later than the date indicated below:
Tuesday, July 8th, 2025, by 5:00 pm
4. Contract: The form of the contract will be “Prime Construction Contract” between owner and contractor. The Contract will contain an addendum outlining the relationship between the owner and contractor. Prior to awarding a contract the County will ensure that the contractor is not debarred from receiving state funds and has a valid contractor’s license.
5. Time of Performance & Delay: Contractor should be available to complete all work prior to December 31st, 2025.
6. Allowances: If the contract price includes “allowances”, and the cost of performing the work covered by the allowance is either greater or less than the allowance, the contract price shall be increased or decreased accordingly. Unless otherwise requested by the Owner in writing, the Contractor shall use his own judgment in accomplishing the work covered by an allowance. If the Owner requests that work covered by an allowance be accomplished in such a way that the cost will exceed the allowance, the Contractor shall comply with the Owner’s request, provided that the Owner pays the additional cost.
7. Bid Guarantee: Bidder shall guarantee his bid for a period of thirty-days upon County’s receipt of document. If the successful bidder defaults, they may be eliminated from any future proposals concerning County’s rehab programs.
8. Pre-Bid Walk Through/Visiting the Site: Before submitting a bid on this proposal, the bidder must make arrangements with the county to tour the home on June 17th for the purpose of observing firsthand conditions relevant to the completion of the work. No consideration will be given to any claim based on lack of knowledge of existing conditions, except where contract documents make definite provision for an extension of time due to existing conditions not readily foreseeable.
