The Illinois State Toll Highway Authority is giving notice to amend contract -17-4677 with RS&H, Inc./Toltz, King, Duvall, Anderson and Associates, Inc. (RSHTKS_TM). This contract is for design services required for the construction of the Elgin O'Hare Western Access (I-490) between Devon Avenue and Pratt Boulevard. The scope of proposed improvements includes includes roadway, ramp, and bridge design, retaining wall design, new drainage storm sewer and structures, design of appropriate landscaping and soil erosion and sediment control measures as necessary, pavement markings, delineators, signage, barrier warrant analysis and installation of guardrail, anchors and terminal, roadway lighting, maintenance of traffic, Intelligent Transportation Systems infrastructure design, protection and relocation of utilities and other appurtenant construction. The original contract was solicited on PSB 17-2 on March 1, 2017 on Illinois Procurement Bulletin number 22040243 and approved by the Tollway Board on August 24, 2017 via Board Resolution number 21340 for $8,000,000.00. The contract commencement date was November 1, 2017. Notice to Proceed was issued on September 21, 2017 with a contract expiration date of September 30, 2025. The first supplement approved by the Tollway Board on January 16, 2020 increased the contract upper limit by $1,133,538.16, resulting in a total contract authorization of $9,133,538.16. This second supplement will provide for additional Phase II design services to be provided in the amount of $2,512,500.00, resulting in a total contract authorization of $11,646,038.16, and extends the contract expiration date to September 30, 2026. This amendment is required because additional design work is needed that was not anticipated in the current contract. Design changes are required due to ongoing construction coordination and contract repackaging is needed to complete the work. They vendor has performed well and can most efficiently complete the contract. Performing the work through a new Professional Services Bulletin (PSB) would delay construction as well as incur additional costs in order for a new consultant to familiarize themselves with the specific project criteria and agency coordination. The work is germane to the original project and is within project limits.
