THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Port Hueneme intends to award a firm fixed price contract to Oceans Pacific Technologies 2419 E. Harbor Blvd, #173 Ventura, CA 93001. Under the authority of FAR 13.106 (1) only one responsible source and no other supplies or services will satisfy the agency’s requirements. The requirement is for Ocean Pacific Technologies' (OPT) to provide their patented fully ceramic water lubricated axial piston pump (APP) and motor (APM) to pumped hydropower energy storage (PHES) systems and will support particle wear resistance testing at the NAVFAC EXWC Seawater Desalination Test Facility (SDTF) to determine their capabilities with respect to particulate loading and operational longevity. OPT will support installation, commissioning as well as test planning, testing, trouble shooting, component wear measurement and data analysis including design modification suggestions.
Successful application of the fully ceramic water lubricated APP and APM would enable PHES to be cost effectively scaled down to the installation/microgrid scale- providing long duration energy storage.
The anticipated award date of this action is on or before December 31, 2025. The applicable NAICS code is 33396.
This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
