REQUEST FOR QUALIFICATIONS

Taylor County is seeking statements of qualifications from engineering firms to establish a pre-qualified pool of engineers for Professional Engineering Services (RFQ 2026-003).

The scope of work includes on-call, task-order-based engineering, design, and consulting services for various projects that may arise over a specified period. Disciplines may include civil, structural, transportation, water/wastewater, and environmental engineering.

Because projects may be funded by local, State of Texas, or Federal grant funds (such as TxCDBG, ARPA, or FEMA), all respondents must comply with all applicable local, state, and federal regulations.

PART 1: INTRODUCTION AND PURPOSE
The County of Taylor, Texas ("County") is requesting Statements of Qualifications
(SOQs) from qualified professional engineering firms to establish a pre-qualified pool of
engineers. The County intends to select one or more firms to provide on-call, task-
order-based engineering, design, and consulting services for various projects that may
arise over a five (5) year period.
Projects may be funded by local County funds, State of Texas funds, or Federal grant
programs. Therefore, all respondents must comply with local, state, and federal
regulations governing such funds.
Statutory Authority:
This RFQ is issued in accordance with the Texas Professional Services Procurement
Act (Texas Government Code, Chapter 2254). Firms shall not submit pricing, rates,
or cost estimates with their Statement of Qualifications. Selection will be based
solely on demonstrated competence and qualifications.
PART 2: SCOPE OF SERVICES
The pre-qualified firm(s) may be called upon to provide professional services including,
but not limited to, the following disciplines:
Civil and Site Engineering
Structural Engineering
Transportation and Roadway Engineering
Hydrology, Drainage, and Flood Control
Water and Wastewater Systems Design
Environmental Engineering and Regulatory Permitting
Surveying and Geotechnical Services (if provided in-house)
Construction Administration and Project Management
Specific scopes of work will be defined in individual Task Orders issued to firms
selected from the pre-qualified pool as projects are identified.
PART 3: FEDERAL AND STATE COMPLIANCE REQUIREMENTS
Because services may be funded by Federal or State grants, the selected firm(s) must
comply with all applicable local, state, and federal laws, including but not limited to:
3.1 Federal Grant Requirements (2 CFR § 200)
For projects utilizing federal funds, the awarded contract will include required federal
clauses. Firms must acknowledge their ability to comply with:
System for Award Management (SAM): Firms must have an active registration
on SAM.gov and must not be debarred, suspended, or otherwise excluded from
federal procurement programs.
Minority and Women's Business Enterprises (MWBE): The County
encourages the participation of Historically Underutilized Businesses (HUB) and
MWBEs. Prime contractors must take all necessary affirmative steps to use
MWBEs as subcontractors.
Byrd Anti-Lobbying Amendment (31 U.S.C. 1352): Firms must certify they
have not used federal appropriated funds to lobby any federal agency.
Clean Air Act & Federal Water Pollution Control Act: Compliance is required
for contracts exceeding $150,000.
3.2 State of Texas Requirements
Before a contract is executed, the selected firm(s) must provide the following state-
mandated disclosures and certifications:
Form 1295: Certificate of Interested Parties (Texas Ethics Commission).
Texas Gov't Code Chapter 2271: Verification regarding no boycott of Israel.
Texas Gov't Code Chapter 2252: Verification of non-affiliation with foreign
terrorist organizations.
Texas Gov't Code Chapter 2274: Verification regarding no discrimination
against firearm entities and no boycott of energy companies.
PART 4: SUBMISSION REQUIREMENTS
Respondents must organize their Statement of Qualifications (SOQ) in the following
order. Submissions should be concise, clear, and directly address the criteria below.
1. Letter of Interest:
A brief cover letter signed by an authorized representative of the firm, confirming the
firm's interest, understanding of the RFQ, and providing primary contact information.
2. Firm Profile and Capacity:
History, size, and location of the firm (highlighting proximity or ability to effectively
serve Taylor County).
List of available engineering disciplines and services provided in-house.
Identification of any sub-consultants typically used to supplement in-house
expertise.
3. Key Personnel Qualifications:
Organizational chart indicating the personnel who will be assigned to County
projects.
Resumes of the proposed Project Manager(s) and Lead Engineer(s), including
their Texas Professional Engineer (PE) license numbers.
4. Relevant Experience and Past Performance:
Descriptions of at least three (3) to five (5) recent projects of similar scope
performed for Texas counties, municipalities, or other public entities.
Highlight any specific experience managing engineering projects funded by
Federal Grants (e.g., FEMA, HUD/CDBG, ARPA, FHWA).
5. References:
Provide at least three (3) references from public sector clients for whom the firm has
provided similar services in the past five (5) years. Include contact names, titles, phone
numbers, and email addresses.
6. Federal/State Certifications & SAM.gov Proof:
Provide a printout of the firm's active SAM.gov registration status and note any
HUB/MWBE certifications.
PART 5: EVALUATION CRITERIA
An Evaluation Committee appointed by the County will review and score the SOQs
based on the following criteria (100 Point Scale):

relevant experience of the specific individuals assigned to the County.

multiple concurrent projects, and meet local needs.

Grant Experience: Demonstrated knowledge and successful execution
of projects utilizing State and Federal grant funds (including 2 CFR 200 15
compliance).

PART 6: SELECTION PROCESS
1. Step One (Qualification Review): The Evaluation Committee will score all
submissions based on the criteria above. The County may short-list firms for
interviews or may select firms directly based on the written SOQs.
2. Step Two (Pre-Qualification Pool): The County Commissioners Court will
approve a list of highly qualified firms to be placed in the "Pre-Qualified Pool."
3. Step Three (Project Specific Negotiation): When a project arises, the County
will select the most highly qualified firm from the pool for that specific project
type. The County will then attempt to negotiate a contract for a fair and
reasonable price. If a satisfactory contract cannot be negotiated, the County will
formally end negotiations with that firm and proceed to the next most qualified
firm, in strict accordance with Texas Gov't Code Chapter 2254.
PART 7: SUBMISSION INSTRUCTIONS
Deadline: SOQs must be received no later than 2:00 PM on June 5, 2026.
Format: Submit one (1) original, one (1) copy, and one (1) digital copy (USB flash drive)
of the SOQ.
