The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Advantor Systems Corporation, CAGE: 1S063 for the issuance of a Firm-Fixed-Priced contract. The contract will be for the installation of an Advantor Intrusion Detection System (IDS) and Access Control System (ACS) at NAWCAD Lakehurst.
Advantor Systems Corporation is the only company capable of providing and installing a security system that meets the Government's requirements. This is an installation of a small portion of the existing IDS/ACS at NAWCAD Lakehurst. As such the new installed system needs to interface with existing security monitoring. Advantor Systems Corporation is the Original Equipment Manufacturer, does not have authorized distributors, and maintains the proprietary data required to install the IDS/ACS system.
The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
