| Background: | The Department is seeking to hire one firm to provide Consultant Services for final design of the Henderson Interchange in Clark County. | ||||
| Project Scope: | The successful Service Provider will coordinate their design with other disciplines being completed by the Department, and will provide professional services including, but not limited to final design of the interchange, National Environmental Policy Act (NEPA) reevaluation, right-of-way adjustments, Union Pacific Railroad (UPRR) and Utilities coordination, and updating the Interchange Access Justification Report (IAJ). Is the sub-bullet, “Associated MOT / Temporary Traffic Control,” intended to clarify the need for the surveyor, who is accessing the site during preconstruction, to provide MOT plans as a part of the entry permitting process? Or is this intended to be a dedicated sub-position that prepares Temporary Traffic Control/MOT for this purpose? Would this need exist for other roles that access the site prior to construction like Geotech? Can you please clarify the intent of the sub-bullet? Answer: This is only a reminder to the applicant, should they elect means and methods, for completing this work, that require an NDOT encroachment permit, the associated Traffic Control / MOT that is needed will be considered part of this scope. As a matter of clarification, all exploratory activities, requiring access to the site during the preconstruction phase, will need to be coordinated with and satisfy the associated requirements of the District 1 permitting office. These activities, including Temporary Traffic Control / MOT are considered part of this scope. There is no requirement to designate a person who will prepare the traffic / MOT plans in support of the permitting process for the exploratory activities, however; there is a requirement to designate a “Key Person” who will prepare MOT / Temporary Traffic Control Plans for construction activities.
