REQUEST FOR PROPOSALS
INTRODUCTION AND PURPOSE:
The City of Coalinga ("City") is requesting proposals from qualified, licensed real estate brokers and real
estate firms to provide professional real estate brokerage and advisory services for City-related real
property transactions. The selected firm will serve as an on-call resource to assist the City with the sale,
acquisition, leasing, marketing, and evaluation of real property as needs arise.
The City anticipates entering into an agreement for an initial term of two (2) years, with the option to
extend the agreement upon mutual agreement of the parties. Selection does not guarantee any minimum
number or dollar amount of transactions.
BACKGROUND AND SETTING:
The City owns and periodically acquires, sells, or leases real property in support of municipal operations,
economic development, housing, infrastructure, and other public purposes. Properties may include
residential, commercial, industrial, vacant land, and other real estate. The City is seeking a qualified firm
that can provide responsive real estate expertise and practical knowledge of the Coalinga and regional
market.
SCOPE OF SERVICES:
The selected firm may be requested to provide services including, but not limited to, the following:
* Assist with the sale and marketing of City-owned residential, commercial, industrial, vacant, and other
real property.
* Assist with identifying and acquiring real property for municipal, economic development, housing,
infrastructure, or other City purposes.
* Provide market analyses, comparable sales information, opinions regarding market conditions, and
recommendations regarding listing or acquisition strategies.
* Develop marketing strategies and materials and list City properties through appropriate multiple listing
services and other marketing platforms when authorized.
* Coordinate property showings, inquiries, offers, counteroffers, negotiations, and transaction-related
activities.
* Assist City staff with property leasing, including marketing City-owned property for lease or identifying
property for lease by the City.
* Coordinate with City staff, the City Attorney, title and escrow companies, appraisers, surveyors,
environmental consultants, and other professionals involved in a transaction.
* Assist with due diligence and transaction coordination through closing.
* Provide other real estate brokerage or advisory services requested by the City and agreed upon by
the parties.
All real estate transactions will remain subject to applicable law and any required authorization or
approval by the Coalinga City Council. The selected broker or firm will not have authority to bind the City
to any sale, purchase, lease, or other transaction.
NON-EXCLUSIVE RELATIONSHIP:
The City anticipates establishing a general on-call professional relationship with the selected firm. Unless
specifically authorized in writing for an individual property or transaction, selection under this RFP shall
not constitute an exclusive right to represent the City in all real estate matters. The City reserves the right
to utilize other brokers, consultants, or professionals when determined to be in the City's best interest.
PROPOSALS:
At a minimum, proposals should include:
Cover Letter
* Firm name, address, telephone number, email address, and a brief introduction.
