Commissioners of the Land Office are inviting written bids for the following:
A Soil Conservation Project Request/Bid Solicitation Form is enclosed for the above-referenced project located on Commissioners of the
Land Office property. All sealed bids received will be evaluated on a “Lowest Responsible” bid. Bids must be returned to the office in
Oklahoma City on or before Wednesday, May 27, 2026, by 2:00 pm, to be considered for this project.
If you are interested in being considered for this project, please complete the enclosed Project Request/Bid Solicitation Form. You must fill in
the units, unit price, totals, and project totals fields on the form. Incomplete forms will not be considered.
To be considered for this project, the envelope must be clearly marked on the front with: 'Sealed Bid – Do Not Open” and the lease
number.
If you are selected as “Lowest Responsible” bidder; current general liability insurance information along with worker’s compensation or
insurance document showing an exemption from worker’s compensation will be required. There is a new requirement in place for all
vendors who are under the workman’s compensation-exempt insurance. You are now required to file a workman’s compensation
form with the Workman’s Compensation Commission. The new form is valid for two years instead of the previous lasting one year.
This will replace any prior forms that we have on file. You can file online at www.ok.gov/wcc; (CC-Form 36A).
Bids will be accepted until the Date and Time specified above. Late Bids will not be accepted.

The requirements of the proposed contract for construction are described within this Solicitation, and the Solicitation will become a part of any
resultant Contract. Bidder will perform work in compliance with all applicable codes, standards, ordinances, and laws. The issuance of this
Solicitation does not guarantee that the State of Oklahoma will enter a contract and the State reserves the right to reject any and all bids.
In preparing your bid, please review the attached documents and comply with the instructions given:

The project will be considered complete after the supervising Real Estate Management Specialist certifies the specifications of the
enclosed bid have been met.

be able to adjust the cost up or down if actual units should change. By Statute 580” 16-3-7, the CLO cannot pay for mileage.

re All bidders must licensed by the Oklahoma Water Resources Board (OWRB). Contractor
must meet or exceed all OWRB specifications for drilling and plugging water wells and, m
addition, adhere to the following specifications.
WA1ER WEIL TECHNICAL SPECIFICATIONS.
DRILLING RIG:
re A rotary type drilling rig shall used to drill well. Rig must be of adequate size with the
capability of drilling well to the required specifications.
WELL LOCATION:
re Well to be drilled or plugged will m land held in trust by the Commissioners of the Land
Office (CLO).
Contractor will work with the Supervising Real Estate Management Specialist (RMS) to
re determine the well site. RMS will ultimately responsible for determining the well site.
Contractor is responsible for recording the approximate locations for test holes and completed
re wells on a legible well log to submitted to the aD office.
DRY OR TEST HOLES:
Dry holes, or test holes, will be paid at the rate of (price bid for Test Holes) per foot. Limit of
2 test holes per location. Dry hole charge would only be paid in lieu of a completed water
re well being drilled. The test hole diameter and estimated depth for each test hole is to
determined by the contractor based upon well site geology and contractor's knowledge of the
area Supervising RMS must approve, in writing, test hole diameter, estimated depth and number
re oftest holes allowed for the site before test holes can d1illed. All dry holes and test holes must
re properly plugged according to Oklahoma Water Resources Board (OWRB) specifications.
PILOT HOLE:
The Contractor may drill a pilot hole at his option. aD will not pay for pilot holes.
WELL BORE HOLE:
Contractor shall properly circulate drilling fluids during drilling and in the completed well
bore to remove all drill cuttings before installing the well casing. The well bore shall be
sufficiently straight and plumb to allow for placement of casing. Before gravel packing, casing
should tum easily when suspended approximately 2 feet off bottom of bore hole. If well bore is
not straight and cannot be corrected, the Contractor shall drill a new well at his own expense as
close to the designated well site as is possible.
WELL CASING:
Well casing shall be PVC casing pipe and couplings, minimum inside diameter of S inches, and
must meet or exceed OWRB specifications and standards for PVC casing. Pipe may be threaded
or plain ended. All pipe and PVC cements used must meet or exceed OWRB standards and
specifications. Factory perforated casing or casing perforated on site may be used. Perforated
casing shall be placed at proper depths to maximize water production. The width of casing
perforations shall be determined by the contractor to match the gravel pack used and water
bearing formations. Casing bottom shall be capped and placed upon a gravel bed of at least 24
inches.
GRAVEL OR FILTER PACK:
The gravel or filter pack must be clean, well rounded grains ofuniform size. Grains must be well
sorted to assure good porosity and hydraulic conductivity. Gravel must consist mostly of
silicious grains. No more than 5% ofcalcareous material will be allowed. Size ofthe gravel pack
is to be chosen by Contractor based upon his knowledge of the area and the formations from
which water is to be drawn. Gravel must meet the approval ofthe Supervising RMS. The capped
casing bottom shall be placed on a bed of gravel of at least 24 inches. Gravel pack should be
placed around casing in an amount that will maximize water production, but not allow for any
cross-contamination between water zones or between the surface and water producing zones.
Drilling fluids shall be circulated in the well bore during gravel packing. Exceptions to specified
gravel pack must be approved, in writing, by RMS. Contractor will report method and amount of
gravel pack used on the log.
WELL CEMENT OR GROUTING:
Casing is to be grouted, with the proper cement, according to OWRB specifications. A concrete
pad, dimensions 4' x 4' x 4" thick, shall be placed around the completed casing. Top ofthe
concrete pad must slope away from casing in all directions. lfRMS decides pad is not needed, it
can be deleted from specifications.
