SCOPE : Inaccordance with the provisions of Texas Government Code, Chapter 2254,Subchapter A, Professional Services, and Rules and Procedures adopted by theTexas Facilities Commission (TFC), TFC is requesting submittal ofqualifications to provide prime professional architectural/engineering (A/E)services for Project #43-24-2558, to construct two facilities and a total of200 beds combined that create secure, rehabilitative environments for youthoffenders. These facilities will be strategically located in urban areas toenhance accessibility and community integration and will be located in two ofthe following market areas: Dallas/Fort Worth, Houston, and/or San Antonio . At the time of this RFQ issuance, the Owner has engagedKitchell CEM, Inc. to provide a detailed program of requirements to inform thedesign process to be available upon award of this contract.
CONTRACT TERM: It is the intention of TFC to award aContract for full prime professional architectural/engineering (A/E) servicesfor the term of the project. Services undertaken pursuant to this RFQ will berequired to commence within fourteen (14) calendar days of delivery of a Noticeto Proceed. The Project associated with the services requested in thissolicitation is anticipated to be One Thousand and Forty (1040) calendar days.
PROJECT DESCRIPTION: This architectural project involves thedesign and construction of two advanced juvenile justice facilities for theTexas Juvenile Justice Department (TJJD). With a budget of $200 million, theproject aims to modernize the juvenile detention system in Texas by creatingsecure, rehabilitative environments for youth offenders. These facilities willbe strategically located in urban areas to enhance accessibility and communityintegration in two of the following market areas: Dallas/Fort Worth, Houston,and/or San Antonio.
The primary objectivesof the project include the modernization of facilities with cutting-edgesecurity and rehabilitative technologies, the creation of specialized careenvironments for youth with severe mental health issues and violent behaviors,and the integration of the facilities within urban settings to maintainproximity to families and provide employment opportunities for staff.Sustainability will be a key focus, with the incorporation of eco-friendlydesign principles to minimize environmental impact and promote energyefficiency.
The facilities willfeature therapeutic spaces, including therapy rooms, counseling offices, andgroup session areas to support mental health and rehabilitation. Educationalfacilities such as classrooms, vocational training centers, and libraries willprovide comprehensive educational opportunities and skill development for theyouth. Recreational areas, both indoor and outdoor, will be included toencourage physical activity and social interaction. Secure yet comfortableresidential units will be designed to ensure the safety of residents and staffwhile minimizing an institutional atmosphere. Advanced security infrastructure,including surveillance systems and controlled access points, will maintainorder and safety within the facilities.
The selected siteswill prioritize accessibility via public transportation and major roadways tofacilitate family visits and staff commutes. Community impact considerationswill involve engaging with local communities to address concerns, integrate thefacilities into the urban fabric, and create local employment and communityprogram opportunities. Environmental assessments will be conducted to ensureminimal disruption to local ecosystems and compliance with state and federalregulations.
This project represents a significantinvestment in Texas' juvenile justice system, aiming to create facilities thatnot only detain but also rehabilitate and educate youth offenders. Throughcareful planning, innovative design, and community collaboration, these newfacilities will set a new standard for juvenile justice architecture in Texas.
Approximate cost of construction for theaforementioned list of projects is estimated to be two hundred million dollars($200,000,000.00).

At the time of this RFQ issuance, the Ownerhas engaged– Kitchell CEM, Inc. (as Project Management Representative) tomanage this project including updating and revalidating the above referenced Kitchell’sProject Implementation Plan report to incorporate the program of requirements. Thisreport includes functional programmatic details, site utilities andenvironmental due diligence, which will help streamline the project’sdesign/design phase. Dependent upontiming, TFC may provide supplemental information i.e. status of the programupdate including the site utilities and environmental due diligence to theShortlisted Respondents.
MANDATORYPRE-SUBMITTAL VIRTUAL CONFERENCES: The mandatory pre-submittal conferences will be held on Tuesday, November 5,2024 at 10:00 AM and Wednesday November 6, 2024, at 10:00 AM. Pre-registrationis required to participate in the teleconference. Respondents must have anemployee of their firm attend at least one (1) of the two (2) scheduledpre-submittal teleconferences. TFC shall reject submittals submitted byfirms that did not attend one of the mandatory pre-submittal teleconferences.
