This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and no other written solicitation will not be issued.

Instructions to offerors, (FAR Part 36) evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

The solicitation number is 70Z02925QNEWO0134 and is issued as a Request for Quotation (RFQ).

Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this order and are applicable.

Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36,

Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations.

This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

This is a small business set aside, the applicable NAICS code is 238320 and PSC code is Z1FA

This solicitation will result in a Firm-Fixed Price Construction Contract awarded to the offeror with the Lowest Price. Offerors must actively be registered in System for Award Management - https://www.sam.gov

The USCG District 8 REPFAC has a requirement for a vendor to provide all labor, materials and equipment to meet all specifications for painting and restoration of all the areas within the property. The area includes all interior walls, base boards, trim, stair risers, ceiling and trim on the second floor, select interior doors, front porch with columns and storm shutters, stair handrails, and exterior doors.

OPTION ITEM: Paint exterior siding and trim. Contractor shall take all measures to ensure no paint contamination on any other surface and shall clean up all contamination caused by Contractor.

FAR 52.237-1 - Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
