Request for Bids for March’s Point (Whitmarsh) Landfill Skagit County Project #WM33-14-2

Skagit County Public Works Department invites Contractors to submit Bids for the improvement and cleanup of the former Whitmarsh Landfill (Site).

Sealed bids will be received on February 10, 2025 until 2:00 pm at the Skagit County Commissioners Administrative Building, 1800 Continental Place, Mount Vernon, Washington 98273. Bids must be received at the County Commissioner’s Office prior to the bid opening time. Bid Proposals will be recorded as to time and date received and secured until the time set for the opening.

All bid envelopes must be plainly marked on the outside, “Skagit County March’s Point (Whitmarsh) Landfill Project”.

Bid proposals will be opened and publicly read aloud in the Commissioners Hearing Room, 1800 Continental Place, Mount Vernon, Washington 98273. Attendance is in person in the Commissioner’s Hearing Room, 1800 Continental Place, Mount Vernon with the option

Contractors who download plans and specifications are advised to e-mail russellt@co.skagit.wa.us to be added to the plan holders list to receive any addenda that may be issued. Please be advised, all bidders shall comply with the Apprenticeship Utilization Requirements as outlined in RCW 39.04.300-320.

A non-mandatory pre-bid meeting will be held on Wednesday, January 15 from 9:00 a.m-11:00 a.m. in the Commissioners Hearing Room at 1800 Continental Pl, Mount Vernon, WA. The pre-bid meeting will be followed by a 1:00 p.m. non-mandatory, pre-bid site walk on the same day.

All technical questions regarding this project are to be submitted no later than 4:30 p.m., Tuesday, January 24, 2025, in writing to Margo Gillaspy, Solid Waste Division Manager, or by e-mail to margog@co.skagit.wa.us with the subject line reading, “Skagit County March’s Point (Whitmarsh) Landfill Project”. All project specific questions and response to answers for this project will be available on-line as received. All Addenda will be posted on-line for this Project by 4:00 p.m. on Tuesday, January 28, 2025. If further Addenda are required to be issued, the bid opening will be postponed.

The time limit for physical completion of work is October 31, 2025. The Engineer’s Estimate Range is $11,882,110 - $13,862,462.

Addenda 1 Posted January 17, 2025

Addenda 1 with an updated bid proposal has been posted on January 17, 2025. This addenda clarifies that the bid due date is Monday, February 10 at 2:00 PM.
The Question Due Date has also been moved to January 24 at 4:00 PM, and the final Addenda will be posted on January 31 by 4:30 PM.
