I. Introduction
Project Manager Positioning, Navigation, and Timing (PM PNT) is issuing this announcement to alert vendors of updated Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) / Electronic Warfare (EW) Modular Open Suite of Standards (CMOSS) Mounted Form Factor (CMFF) Assured Positioning, Navigation, and Timing (APNT) Prototype programmatic and reference material as well as an upcoming Other Transaction Authority (OTA) contract to be released to C5’s Consortium Management Group (CMG).
II. Background
In FY24, PM PNT released a request for information (RFI) on SAM.gov (W56KGY-24-PNTMOD-0002) to gain an understanding of industry’s ability to provide APNT solutions in a CMOSS Mounted Form Factor. PM PNT compiled a market research report based on responses that concluded sufficient solutions exist at mature enough technology readiness levels (TRLs).
III. Purpose
This announcement is to alert vendors of an upcoming contract opportunity through the C5 CMG OTA Agreement vehicle. In order to respond to the Request for White Papers (RfWP) and receive Controlled Unclassified Information (CUI), vendors must be registered members of the CMG Consortium.
IV. Problem Statement
The CMFF program requires a CMOSS-compliant APNT solution to provide trusted and reliable PNT information to payloads like Mounted Mission Command, Tactical Radios, and Electromagnetic Warfare clients hosted within the CMFF chassis. This solution must provide assured PNT to meet the diverse missions and threat environments. Additionally, using navigation devices that solely rely on GPS creates vulnerabilities in the PNT system that can be exploited by adversarial jamming and affected by the physical environment. Mounted ground units require the ability to operate and navigate through a wide variety of challenging environments in the presence of electromagnetic interference. The CMFF APNT solution must also support Vehicular Integration for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance (C5ISR)/Electronic Warfare (EW) Interoperability (VICTORY) clients in multiple security enclaves.
