Description

This Limited-Sources Justification (LSJ) supports the issuance of a firm-fixed-price task order under the General Services Administration (GSA) Multiple Award Schedule (MAS) to LexisNexis Special Services Inc. for credit reporting services. The total estimated value of the action is $67,500.00, and the period of performance is from November 26, 2025, to December 25, 2025.



The services to be acquired include:




  • Tri-Merged Employment Credit Reports: Combining data from Experian, Equifax, and TransUnion into a single report.

  • Supplemental Public Records Checks: Identifying public records such as bankruptcies, repossessions, foreclosures, tax liens, and judgments.

  • Social Security Number (SSN) Verifications: Cross-checking the subject’s SSN, name, and date of birth, with a death indicator if applicable.

  • Training: Providing training to CBP personnel on interpreting credit reports, including a training plan, quick reference card, and instruction manual.

  • Secure Interface: Maintaining a secure web-based application for manual and automated requests for credit reports, compliant with DHS IT security standards.

Rationale for Limited Sources:

LexisNexis Special Services Inc. is the only vendor capable of meeting CBP’s requirements due to the following:




  1. Unique Capabilities: LexisNexis provides tri-merged credit reports integrating data from all three major credit bureaus (Experian, Equifax, and TransUnion), ensuring compliance with the Fair Credit Reporting Act (FCRA), Executive Order 12968, and other federal regulations.

  2. Continuity of Operations: Transitioning to another vendor would result in significant operational disruptions, including reconfiguration costs, retraining personnel, and delays in meeting investigative requirements.

  3. Compliance with Security Standards: LexisNexis complies with DHS IT security requirements, including HTTPS/SSL protocols, and provides secure delivery of reports in both PDF and XML formats.

  4. Market Research Findings: Market research confirmed that no other vendor can provide the required data accuracy and secure transmission of reports to CBP’s network.
