Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services. Orders will be placed under the Master Blanket Purchase Agreement (BPA) in accordance with the BPA terms and conditions. . This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://sam.gov/) and NECO (https://sso.navsup.navy.mil/).

This is a Request for Quotations (RFQ).

The solicitation number is N0018925QZ054.

The proposed contract action is for commercial SERVICES. The NAICS code is 721110 and the Small Business Standard is $40 Million. A firm-fixed-price (FFP) type contract is contemplated.
Rates will be fixed at the Master BPA level and applied at the order level.

This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-01 and DFARS Change Notice 20241125. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk - Pentagon Directorate intends to solicit a competitive 100 percent total small business set-aside using the simplified acquisition procedures for certain commercial products and services at FAR Subpart 13.5.
The proposed acquisition is for Hotel Lodging Accommodations for the Nuclear Propulsion Officer Candidate (NUPOC) interview program in support of Commander, Navy Recruiting Command (CNRC), located in Millington, TN. This action will result in the award of a Blanket Purchase Agreement (BPA) with an ordering period covering the period 13 January 2025 through 31 December 2025 with four (4) one-year option periods thereafter.

Interested persons may submit a quote, a capability statement, and distance (in hundredths of a mile-0.01) from the Washington, D.C. Navy Yard by the specified response date. This notice of intent is a request for quotes from any source within 0.25 miles (walking distance) of the Washington, D.C.
Navy Yard that can provide 21 rooms for three (3) nights for 40 people and a meeting room on the first full day for 45 people; please see attached RFQ PWS and tentative schedule of dates. The Government will consider information received by the specified response date. All responsible sources may submit a quote, which shall be considered by the agency. Information received as a result of this notice of intent will normally be considered solely for the purpose of determination whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.

Option IV: CLIN 4001, FFP, NUPOC Hotel Accommodations OY 4, 1 Lot (Anticipated PoP: 01 January 2029-31 December 2029)

Performance information: The anticipated ordering period under the resultant BPA is 13 January 2025 through 31 December 2029.
Please see the attached Performance Work Statement (PWS) for the anticipated period of performance (subject to change).
