Design Services for Church Lane Sanitary Sewer Replacement

This Request for Proposal is issued by James City Service Authority (the “JCSA”) to obtain proposals for

professional engineering services to assist JCSA with the design, permitting, and bidding phases for the replacement

of approximately 3,200 feet of sanitary sewer pipes along Church Lane, School Lane and Chesapeake Avenue in

James City County, Virginia, 23168. The JCSA shall utilize a Qualifications Based Selection process per the Brooks

Act, 40 U.S.C. Section 1101-1104, to select a firm with which to negotiate a firm, fixed-price contract for these

services. The successful firm will demonstrate proven management skills and technical competence in the design

of wastewater infrastructure projects of similar design and function. The project will be funded in whole or part using the

EPA Community Grants funding.
