The Centers for Disease Control and Prevention intends to award a sole source contract with fixed price and time & materials line items to Evernorth Federal Services, Inc. for Pharmacy Benefits Manager (PBM) Services. Unlike traditional PBM contracts, the World Trade Center (WTC) Health Program’s benefit structure necessitates highly customized adjudication processes, real-time benefit verification, and automated safeguards to ensure that only medically necessary treatments for certified WTC-related conditions are covered. Evernorth Federal Services has successfully addressed these challenges through proprietary system customizations that ensure regulatory adherence and operational efficiency. Because PBM system architectures are proprietary, using any other contractor would cause severe disruptions in member care, administrative overload, and significant financial and compliance risks. This contract action is for PBM services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 10 days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at hmb0@cdc.gov by March 31, 2025 at 3:00pm EST.
