Description

The Naval Air Systems Command (NAVAIR) intends to award a sole source contract modification to BAE Systems Electronic Systems, Greenlawn, New York, to conduct analysis, identify fixes, and provide corrections for Trouble Reports on the UPX-42 software. As the sole designer, developer and manufacturer of the Digital Interrogator (DI), BAE is the only source with the requisite knowledge, experience, data and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
