This is a pre-solicitation notice for acquisition using Federal Acquisition Regulation (FAR) Parts 15, 16.5 and 36. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHALL NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor shall the Government pay for the information resulting from this posting. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per FAR Subpart 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror’s ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding this notice.

The General Services Administration (GSA), Public Buildings Service (PBS), Region 4, has identified a need for a Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) for the Replacement, Repair, Improvement, and Maintenance Services for Roofing Systems on Federal Facilities in the States of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee.

GSA anticipates issuing the Request for Proposal (RFP) around January 14, 2025 with award tentatively in May 2025. This RFP procurement is Total Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this project is: 238160 and the size standard is $19.0 million.

GSA anticipates awarding approximately three (3) to six (6) MATOC contract, but reserves the right to award more, that will cover all roofing services for all of Region 4’s states. The term of the IDIQ contracts will be for one (1) base year with options for four (4) additional years. Total contract length with base and all options exercised is five (5) years. Contractors will be expected to compete for individual roofing task orders. The type of task orders for roofing replacement, repair, improvement, and roof maintenance services along with Design Build (DB) will be determined prior to the issuance of each individual task order placed under the base contract. The period of performance for each task order will be established and documented at the task order level.

The maximum value (total of the base and all option periods) of each contract awarded as a result of this solicitation is $50,000,000.00. Each contract awarded will contain a guaranteed minimum amount to be identified in the solicitation. Total award amounts for task orders issued and awarded as a result of this contract can range between $2,000 to Prospectus Threshold ($3.375 million), depending on the roofing project.

The IDIQ contracts will cover various replacements, repairs, improvements, and preventative roofing maintenance services for the various roofing systems on federal facilities in the States of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. The IDIQ contracts are for the procurement of all the analysis, supervision, design, labor, materials, and equipment necessary to replace, repair, improve and provide maintenance services based on an agreed scope of services. GSA’s existing roofing systems involve a full range of material types and attachment methods, including low-slope and steep slope roofs; clay, concrete, and slate tile systems; metal panel systems; built-up asphalt and coal tar roofs; modified bituminous systems; EPDM, PVC, and TPO single-ply systems; liquid and foam systems; vegetated, ballasted, and protected membrane systems; and fully-adhered and mechanically-attached systems. The requested roofing services shall be performed based on individual price proposals for each project or facility. IDIQ contractors will be expected to compete for individual roofing task orders via Request for Quotes (RFQ). Major roof repairs and replacements shall be accomplished using design-build strategies based on performance specifications and design intent documents furnished by the Government. Roof maintenance services shall maintain all designated roofs in a leak-free and weather-proof condition throughout the timeframe stipulated in each task order.
