Notice of Intent to Sole Source - Giant Voice Maintenance

The Contractor shall provide all preventative maintenance/repairs and emergency repairs for the 99th Communications Squadron located at both Creech AFB and Nellis AFB, Nevada. On-Site Emergency support consists of technical telephone and on-site support. They shall also provide all management, tools, supplies, equipment, labor, training, personnel, and transportation necessary to perform Giant Voice Services for Nellis AFB, NV and Creech AFB, Indian Springs, NV. Maintenance services include servicing, troubleshooting, repairing, replacement of parts, removal, corrosion prevention, and installation. Also, return to operation all equipment and systems requiring service to provide continuous and reliable Giant Voice communications to Nellis and Creech command and control agencies. Contractor provided services shall also include continuous and reliable operation of Acoustic Technology, Inc. (ATI) system, equipment, and associated sites.

The annual on-site preventative maintenance would include training of new operators and maintenance personnel, if needed. The Contractor shall have the ability to work with the existing Acoustic Technology, Inc (ATI) system, equipment, and software.

Notice of Intent to Sole Source – Giant Voice Maintenance

The 99th Contracting Squadron intends to award a sole source delivery order under the authority of FAR 8.405-6(a)(1)(i)(B), due to only one source being capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The requirement is for the purchase of Giant Voice Maintenance.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.

Capability statements are due on 11 June 2025 by 1:00 PM Pacific Time. To ensure your response along with any and all attachments are received, attachment(s) must be less than 10 MB [in total].
