This Request for Proposals (RFP) is for Elevator Maintenance at the following locations:




  • Boston Consolidated Terminal Radar Approach Control Facilities (TRACON) (BCT) 25 Robert Milligan Parkway in Merrimack, NH 03054

  • Air Route Traffic Control Center (ARTCC), 53 Northeastern Blvd. Nashua, NH 03062

  • Air Traffic Control Tower (ATCT), 8 Ammon Dr. Manchester, NH 03103



The contractor must supply all materials, supplies, and tools necessary to accomplish all tasks as outline in the Statement of Work.





The principal North American Industry ClassificationSystem (NAICS) code applicable to this effort is:

333921 - Elevator and Moving Stairway Manufacturing





The resulting award will be Firm-Fixed Price Contract with a base year plus four option years:



Base Year: 10/01/2025 – 09/30/2026



Option Year-1: 10/1/26-9/30/27



Option Year-2: 10/1/27-9/30/28



Option Year-3: 10/1/28-9/30/29



Option Year-4: 10/1/29-9/30/30





No SITE VISITS are scheduled at this time. **Revised - there will be a site visit on 7/30 at 9:00am ET. Please contact stephanie.pfeiff@faa.gov and provide a list of attendees (limit 2 per company).





Questions or Comments pertaining to this RFP must be submitted in written form via email to Stephanie Pfeiff, Contracting Specialist, at stephanie.pfeiff@faa.gov no later than 1600 Eastern Time on 7/29/2025. Questions and responses that clarify the RFP will be provided to all Offerors via an amendment posted here; the source of the questions will not be identified. Responses to all questions and any necessary amendments made to the RFP will be made by 1700 Eastern Time on 8/5/2025.



All responses must reference the solicitation number (697DCK-25-R-00339) and be submitted to the following email address: stephanie.pfeiff@faa.gov.





SUBMISSION REQUIREMENTS:

An Offeror must submit an offer which includes all the following documents. Any missing or insufficient items will result in a “non-responsive” determination of the entire offer.



[ ] Cover letter stating that no exceptions are taken to any specification requirements or contract terms and condition, or include a detailed summary of all exceptions taken.



[ ] Signed SOLICITATION, OFFER, AND AWARD form (all amendments issued).



[ ] All of the following sections from the Solicitation must be filled out and submitted:



Section B: SUPPLIES/SERVICES & PRICE/COST thru Section K: REPRESENTATIONS, CERTIFICATIONS, AND OTHER STATEMENTS (Note: ensure Offeror completes Section I, clause 3.6.3-3 Hazardous Material Identification and Material Safety Data).



The FAA does not follow the FAR therefore a submission of a SAM.gov FAR Clause Report does not meet this requirement. All AMS clauses in this solicitation must be completed.



[ ] A Technical Proposal demonstrating how all the required services in the Statement of Work will be completed.



[ ] A certificate of liability from your insurance company that shows you can meet the requirements identified in in



Section I, AMS Clause 3.4.1-10 Insurance - Work on a Government Installation (Oct 2020).



[ ] No less than three (3) Past Experience References of similar work (e.g. must be the same type of services of a similar size and scope) to the requirements in this SIR.



[ ] Completed Contractor Staffing Access Questionnaire

Questions due – 7/29/2025 by 1600 Eastern Time *Revised to 8/1

Answers out- 8/5/2025 by 1700 Eastern Time *Revised to 8/7

Proposals due – 8/15/2025 by 16:00 Eastern Time





All submissions must be received by no later than 8/15/2025 at 16:00 Eastern Time. Offerors assume full responsibility for ensuring that proposals are received at the place and by the date and time specified above. Late submittal of quotes will not be accepted.





The Government will not be liable for costs associated with the preparation and submittal of inquiries or responses to this announcement and will not reimburse any firm for costs incurred in responding to this RFP. Responses will not be returned.
