Summit County Facilities Maintenance Department is soliciting proposals from qualified fire system inspection and repair service providers. The best proposal will be selected for award based upon consideration of qualifications, relevant experience, schedule, and cost. Submit questions regarding the proposals to wayne.byrne@summitcountyco.gov . The pre-bid meeting for this project is posted on the Summit County website.

Said proposals will be accepted by Electronic Submission (preferred) to wayne.byrne@summitcountyco.gov and kim.weiers@summitcountyco.gov or by hardcopy proposals until 2:00 PM MST/MDT, February 12, 2026. Proposals received after 2:00 PM MST/MDT, will not be accepted.

At said time and place, all proposals that have been duly received will be publicly opened and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirements of Summit County and the public interest.

The Summit County Board of County Commissioners reserves the right to reject any or all proposals, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive proposal.

A MANDATORY PRE-BID MEETING will be held on January 28, 2026, at 9:00 AM MST/MDT at
the at the Summit County Facilities Department Conference Room located at 37 Peak One Drive, Suite
238, Frisco, Colorado 80443.
PROPOSALS for Summit County Government will be received no later than February 12, 2026, by
2:00 PM MST/MDT in the Facilities Maintenance Department. Proposals are to be emailed to both
wayne.byrne@summitcountyco.gov and kim.weiers@summitcountyco.gov
Bid opening will be held February 13, 2026, at 10:00am MST/MDT at the Summit County Facilities
Department Conference Room located at 37 Peak One Drive, Suite 238, Frisco, Colorado 80443.

Overview
Summit County Government (“County”) is soliciting bids from qualified contractors to provide services for the
following
SUMMIT COUNTY GOVERNMENT
FIRE SYSTEM INSPECTION AND REPAIR SERVICES
DESCRIPTION OF WORK
General
Summit County Government is seeking proposals from qualified licensed fire service contractors to perform
annual and bi-annual fire system inspection and repairs services at all the County Government facilities. Items,
materials, and equipment pertaining to this request shall include the following:

B. Proposals
C. Employee Vetting
D. Schedules
E. Work
F. Reporting
G. Invoicing
Location of Work
Work will occur in all Summit Counties facilities, located in the towns of Breckenridge, Frisco, Silverthorne and
Dillon Colorado.
Details
A. Qualifications:
1. Contractors and their employees shall be fully licensed and authorized to work under the current
National Fire Protection Agency (NFPA) guidelines and the local governing bodies authorities having
jurisdictions (AHJ), in each jurisdiction, to provide annual and bi-annual fire system inspections for all
County facilities as follows.
1. Wet sprinkler systems
2. Antifreeze loop systems
3. Backflow devices
4. Dry Sprinkler systems
5. Dry systems with Nitrogen concentrators
6. Special hazard gas suppression systems
a. Kitchen hood systems
b. Paint booths
c. Information System data rooms
d. 911 Communications

7. Fire extinguishers
2. Contractor is responsible for communication and reporting with local (AHJ’s) fire authority
jurisdictions, for all code compliance and to pull any applicable permits associated with working in
Summit County faculties
3. Have emergency-on-call staff to deal with all after-hours emergencies with response times of 4-hours
B. Proposals
1. Contractor shall break down each service as represented in the bid tab for all fire systems per each
County facility.
2. Qualifying proposal shall contain a description of all services and service work for all listed items.
C. Employee Vetting
1. Contractor and all of the Contractor’s employees that are performing the Services must work with the
Summit County Sheriff’s Office and successfully pass a local background check and a fingerprint
background check with the Colorado Bureau of Investigations (CBI) and complete the CJSI Security
Policy training before being allowed into any of the facilities s. Anyone performing the Services must
also wear an identification badge at all times while performing the Service. Contractor is responsible
for all costs associated with fingerprint background checks.
2. After initial facilities walk through the Contractor will be responsible to navigate all facilities s and
systems unsupervised.
D. Scheduling
1. A written schedule with description of work will be provided to Summit County one month prior to
the services rendered in May and November
2. All fire systems service inspections will occur annually and bi-annually, preferably during business
hours. The first inspections will occur within the first 3 weeks of May, and the second will occur in
the first 3 weeks of November.
3. Any changes to schedule or deadlines will be approved in writing by the Contractor and Facilities
Department.
4. Scheduling material deliveries, equipment, and personnel is the contractor’s responsibility.
E. Work
1. Removal and replacement of all aspects of fire systems to include but not limited to, backflows, wet
and dry sprinkler piping, hood systems, clean room gas suppression systems, fire pumps, antifreeze
loops and extinguishers.
F. Reporting
1. The contractor shall provide Summit County Government with both a hard and digital copy of all
inspection reports, to be grouped by facility, within 10 business days of the completion of the
inspections. Within 15 business days an onsite meeting will be held to review any deficiency
proposals. Any deficiency work will be resolved within 30- days after approvals by Summit County
Government.
A. In addition, Contractor will provide the Summit County Government with details of
upcoming maintenance, life cycle issues, or required testing to create a budget for
ongoing sustainability of all fire systems.
B. Code justifications and documentation of all deficiencies must be provided in the
reports prior to approval of the repairs.

2 The contractor shall be responsible for reporting backflows, kitchen hoods, fire extinguishers, special
hazard systems and sprinkler system test reports to all AHJs, water departments and fire
department agencies for which town the facility resides within 2 weeks of annual inspection
completion. Proof of submittal to the AHJ’s and water departments must be attached to all invoices
prior to payment process.
G. Invoicing
1. The Contractor will submit invoices on a monthly basis, which will describe the services performed.
Invoices will be reviewed by Mark Fisher, Project Manager and Wayne Byrne, Summit County Facilities
Multi-Division Director, prior to submittal to the Summit County Finance Department for payment upon
his/her approval.
2. Invoices shall provide details of Contractor’s performance of Services and the proof the AHJ’s and
water department’s submittals, sufficient to the County’s requirements.
3. Payment of invoices will be due within thirty (30) days of the receipt.

Scope of Services
Contractor shall furnish all labor, transportation, and incidentals necessary to perform the FIRE SYSTEM
INSPECTION AND REPAIR SERVICES.
Work shall be completed as set forth in a contract for this project to be negotiated with the County \ based upon the
contractor’s written proposal.
Date and time of service
Service will be performed on an ongoing daily basis beginning in May 2026. Schedule should be included in
contractor's written proposal.
Indemnification and Insurance
Contractor shall indemnify and hold harmless the County from and against all claims, damages, losses, and expenses
arising out of or resulting from acts or omissions of the Contractor, Contractor’s sub-contractors or otherwise arising
out of the performance of services by Contractor. No later than seven (7) days following the execution of an
Independent Contractor Agreement between the County and Contractor, the Contractor shall provide the County with
certificates of insurance evidencing the types and amounts of insurance specified below:
a. Worker’s Compensation and Employer’s Liability:
i. Worker’s Compensation must be maintained with the statutory limits.
ii. Employer’s liability is required for minimum limits of:
$1,000,000 Each Accident
$500,000 Disease Policy
$1,000,000 Disease Each Employee
b. Commercial General Liability:
