The Great Plains Area (GPA), Indian Health Service (IHS), hereby submits a Notice of Intent to award a sole-source, Firm Fixed-Price, Non-Personal Services, Commercial Item contract to Change Healthcare Operations, LLC (SAM UEI: C7DYEBLK3PE1). The purpose of this procurement is to provide Pharmacy Claims Switching and Benefit Eligibility Verification Services for multiple Great Plains Area IHS healthcare facilities located throughout North Dakota and South Dakota.
The anticipated period of performance will consist of a one-year base period and four one-year option periods. The estimated award date is March 23, 2026.
Market research conducted by the Government determined that no other vendors currently provide an interface compatible with the Resource and Patient Management System (RPMS), the legacy system utilized by the Indian Health Service. Change Healthcare is the current contract holder providing these services for all Department of Veterans Affairs (VA) and IHS facilities. Additionally, the vendor holds a current General Services Administration (GSA) contract, which provides advantageous volume pricing. These factors make Change Healthcare Operations, LLC the most advantageous source for meeting the Government’s requirements.
This sole-source contracting action is being pursued pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, based on the results of market research.
The estimated total value of this contract is below the Simplified Acquisition Threshold.
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost- or time-prohibitive, nor hinder the mission objectives of agency standardization. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received in response to this notice will be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by respondents.
