Title: Alma & Primo (Library) Software

DESCRIPTION

The Department of Treasury, Internal Revenue Service (IRS), on behalf of Office of Chief Counsel Library (Library), is seeking sources on a recurring requirement for the following brand name only, Alma & Primo Software (Q5QF09WIS-208058). This Request for Information (RFI) is for informational purposes only; it is not a request for proposal or a solicitation for a contract or grant award, and it does not obligate the Government in any way.

The Government will consider all relevant comments as appropriate but will not issue a formal response to industry comments or related inquiries. All future information about this acquisition will also be distributed solely through Sam.gov. Interested parties are responsible for monitoring that site to ensure that they have the most up-to-date information about this acquisition.

I. PURPOSE:

The purpose of this RFI is to gather information from potential vendors capabilities and updated industries practices before the solicitation of Alma & Primo Software.

This RFI is for informational purposes only; it is not a request for proposal or a solicitation for a contract or grant award, and it does not obligate the Government in any way.

II. BACKGROUND:

The IRS Office of the Chief Counsel’s statutory obligations under 26 U.S.C. § 7803(b)(2) include to furnish legal opinions, represent the IRS Commissioner before the U.S. Tax Court, and determine which actions should be litigated under the laws relating to the IRS, and prepare recommendations for the Department of Justice. The IRS, Office of Chief Counsel Library (hereafter Library), answers legal research reference questions, provides specialized training, and curates a premier legal research collection of both print and electronic resources. To meet these statutory obligations, the Library provides advanced legal research support and tools to Chief Counsel attorneys. This includes using a variety of print and electronic resources that the library procures, maintains, and makes available for employee use.

The requirement is described in the attached Department of Treasury/IRS Statement of Work (SOW) titled “Library Services Platform.”

III. INFORMATION REQUESTED:

1.Have you provided similar services/supplies for the government? If yes, provide detailedinformation.

2.Does your company retain property rights to provide articulate 360 software, inaccordance with the attached IRS SOW? If yes, provide detailed description.

3.Does your company meet FedRAMP requirement? If yes, provide detailed description.

IV.RESPONSES:

All responses to this request for information should demonstrate capability for completelyfulfilling the requirements stated in the SOW.

All Responses should include the following:

1.Company or entity name, address, DUNS, and contact information for primary point ofcontact

2.Business classification(s): Small Business, 8(a), HUBZone, Smal DisadvantagedBusiness, Service-Disabled Veteran-Owned Small Business, Women -Owned SmallBusiness, Economically Disadvantaged Women-Owned Small Business,

3.Detailed descriptions of capabilities to provide quality translation services as specifiedabove in a wide variety of languages in a timely manner. (Less than5 pages)

4.Include feedback regarding the RFI (optional)

V. SUBMISSION INSTRUCTIONS:This RFI will be available on August 19, 2025, and will be distributed solely through Sam.gov. All responsible sources may submit a concise capability statement. No telephone or written requests, or questions regarding this RFI will be accepted outside of the acquisition site for which it is posted.The estimated closing date of the RFI will be on August 29, 2025. VI. DISCLAIMER AND USE OF INFORMATION:THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS REQUEST. This RFI does not guarantee that the Government will issue a solicitation or award a contract for supplies or services.
