Pre-Solicitation Notice for Second Source Supplier to Produce 5.56mm, 7.62mm, and Caliber .50 Ammunition

The U.S. Army Contracting Command, Rock Island (ACC-RI) on behalf of the Office of the Program Manager, Maneuver Ammunition Systems (OPM-MAS) intends to issue Request for Proposal (RFP) W519TC-25-R-0034 for a Small Caliber Second Source supplier to produce 5.56mm, 7.62mm, and Caliber .50 ammunition. The supplier is required to be geographically separated from the Lake City Army Ammunition Plant (LCAAP). This acquisition is a restricted competition to the U.S., its outlying areas, or Canada (U.S./Canada). Proposals will be evaluated using Best Value/Subjective Trade-Off Source Selection procedures. The resulting award will be a five year Indefinite Delivery, Indefinite Quanty or IDIQ contract and be will be a combination of Firm Fixed Pricing and Fixed Pricing with an Economic Price Adjustment.

The initial Delivery Order award will consist of a minimum guaranteed quantity of 10,000,000 each 5.56mm cartridges in any combination of the 5.56mm DODICs and 10,000,000 each 7.62mm cartridges in any combination of the 7.62mm DODICs.

Estimated Solicitation Issue Date is September 2025.

Estimated Solicitation Closing Date is October 2025.
