SOURCES SOUGHT NOTICE



The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Acquisition and Asset Management Division (AAMD) has issued this sources sought announcement on behalf of United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Center for Veterinary Biologics (CVB) in order to determine if there are interested sources capable of performing all tasks described in the attached draft Performance Work Statement (PWS).



This is not a request for proposals, but instead market research to determine if there are interested sources capable of meeting the PWS requirements and if this effort can be successfully competed prior to proceeding with the requirement.



A determination by the Government on the method to compete this requirement has not been established. The Government will not award a contract based on this sources sought notice or any information received, and there will be no reimbursement for preparing or submitting information in response to this notice. All submissions will become Government property and will not be returned. Responses may be used to assess market capability, support acquisition planning, inform potential revisions to the draft PWS, and help determine whether the requirement should be set aside for small businesses.



The NAICS code for this acquisition is 541690 Other Scientific and Technical Consulting Services, and the small business size standard is $19.0.



Sources Sought Questionnaire




  1. Describe your organization’s experience providing services relevant to those outlined in the draft PWS to the public and to other government agencies. Include a brief description of the work performed and the length of time your organization has provided such services, and provide any publicly-available reports that resulted from previous work in the last 5 years.

  2. Provide a general summary of your approach for fulfilling the requirements outlined in the draft PWS. This should include a capabilities statement and a description of your ability to provide the key personnel identified in the draft PWS.

  3. Identify your organization type (e.g., small business, small disadvantaged business, woman‑owned small business, HUBZone small business, service‑disabled veteran‑owned small business, large business, nonprofit organization, academic institution, etc.).



Questions Regarding the Draft PWS Task List for Assessing Potential Costs and Risks




  1. Describe any potential issues with the tasks outlined in the draft PWS (either expressed or implied) that may limit a company’s ability to perform the required services or that may increase costs to the Government.

  2. Provide any recommendations or suggestions your firm may have to improve the delivery or execution of the services listed in the draft PWS and/or limit cost increases.

  3. Identify any questions or clarifications your firm would likely request regarding the draft PWS task list.





Questionnaire Responses



Responses to this questionnaire must conform to the format below and provide the following information:




  1. A cover letter that includes:

    • Company name

    • Company point of contact, telephone number, and email address

    • Company’s SAM UEI number



  2. A response to each of the items listed in the Sources Sought Questionnaire and Questions Regarding the Draft PWS Task List.

  3. If a firm chooses not to respond to a particular item, state “no response.”

  4. A capabilities package that addresses the considerations above and demonstrates your organization’s capabilities and expertise relevant to the draft PWS. As part of the market research associated with this notice, the Government is also seeking pricing information. Any pricing information submitted should be a Rough Order of Magnitude and is for information‑gathering and planning purposes only.

  5. Any marketing or reference materials must be included at the end of the submission in an appendix.

  6. Responses must not exceed 20 pages and must be submitted in Portable Document Format (PDF) using Times New Roman 11‑point or 12‑point font with 1‑inch margins (minimum) on all sides.



Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Questionnaire responses must be furnished to the Contracting Officer, Stephen Tees at stephen.tees@usda.gov by the closing date of this notice. Responses received after the closing date of this notice or without the required information will not be considered. Telephonic inquiries will not be honored.
