Project Description: The City of Lancaster, PA will receive responses online from consultants who are interested in assisting the City in designing and implementing a healthcare benefit strategy until May 13, 2025, at 11:00AM at which time they shall be opened electronically on PennBid’s website.
The City is committed to enhancing the value of healthcare benefits provided to our employees, dependents, and retirees. Comprehensive healthcare benefits are essential to maintaining our status as a preferred employer and ensuring a healthy, productive workforce. Our goal is to develop and implement a healthcare benefits strategy to achieve the best health outcomes for our employees while optimizing costs and being responsible stewards of public funds.
We seek a consultant with expertise in healthcare benefits and deep knowledge of the complexities of the U.S. healthcare system. The selected consultant will provide high-quality counsel to help us evaluate, select, develop and implement innovative healthcare options. Specifically, we are interested in exploring alternative models for delivering excellent healthcare coverage, including direct primary care and direct specialty care as part of an overall healthcare benefit strategy.
Through this request for expression of interest (RFEI), the City anticipates negotiating and awarding a Professional Services Agreement with the selected Consultant. Included in the negotiations will be the development of a scope of work, deliverables and pricing.
The City may request interviews and further information from respondents to this RFEI.
All other questions about the meaning or intent of this RFEI are to be submitted through the Public Q&A Tab on the PennBid website to City’s contract representative identified below in writing. Such questions shall be addressed prior to opening responses to this RFEI by memoranda or formal Addenda and shall be made available to all respondents on the PennBid website. It is the responsibility of each potential respondent to be continuously aware of any interpretations rendered by memoranda and/or Addenda made available on the PennBid website for the RFEI without notice from City. Questions received less than seven days prior to the date for opening of responses may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
Addenda may be issued to clarify, correct, supplement, or change the RFEI.
