Project Description: Online sealed bids for the construction of Public Safety Building will be received by Borough of Hanover via the PennBid Program (pennbid.bonfirehub.com) until Monday, May 19, 2025 at 10:00 a.m. local prevailing time; at which time said bids will be publicly opened and read aloud at the Borough of Hanover Public Administration Building, 33 Frederick St., Hanover, PA.
The Hanover Borough Public Safety Facility is a renovation and building addition project located in central Pennsylvania. The project includes alterations to an existing two-story building to include site improvements. The existing building is approximately 20,430 gross square feet with street frontage on Frederick Street. The building was previously renovated in 1976.
Copies of the Contract Documents may be obtained at no cost at www.PennBid.bonfirehub.com.
All questions about the meaning or intent of the Contract Documents shall be submitted via PennBid’s “Public Q&A”. No questions will be accepted by phone, fax, or direct e-mail.
Each bidder must deposit, with the bid, Security in the amount of 10 percent of the bid and subject to the conditions provided in the Instructions to Bidders. A performance and payment bond, each in the amount of 100% of the estimated contract price, shall be required from the successful bidder. A non-collusion affidavit is required for this bid.
The work in connection with this project constitutes a Public Works by a Public Body under Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, which must be paid to workmen employed on this project, are incorporated in the Contract Documents.
A Prebid Conference will be held at 44 Frederick Street, Hanover, Pennsylvania 17331 on Thursday, May 1, 2025 at 10:00 a.m. Prospective bidders may discuss the project at that time with representatives of the Owner and Architect.
Bids may be taken under advisement and award of the contract, if awarded, will be made within 60 days after the date of the opening of the bids, or otherwise provided by law. The Borough of Hanover reserves the rights to formally accept a bid and award a contract by public announcement at a regular meeting of its Borough Council. The Borough of Hanover additionally reserves the right to reject any or all bids; to waive any defects, errors, omissions, irregularities, or informalities in a bid or the bid procedure; and to accept any bid which it may deem to be for or in the best interest of the Borough of Hanover.
