Project Description: East Hanover Township Municipal Authority is accepting separate bids for the East Hanover Township Sewer Plant Garage Project, each for the separate prime contracts (General Construction and Electrical Construction for this Project)
Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.bonfirehub.com/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered through the designated website; provided, however, statutory advertising and publication requirements, including newspaper publication where applicable, shall be satisfied separately. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
The East Hanover Township Sewer Plant Garage Project work involves the erection of a 1,000 sf metal panel building framed on top of c.i.p. concrete foundations & footings east of the Sewer Plant on Dairy Lane in Grantville. A drawing set has been prepared by Chris Dawson Architect and is included with this bid package.
A Proposal Bond in the amount of ten percent (10%) of the bidder’s maximum bid price is required to be accompanied with each Bid. A Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the contract price shall be required from each Successful Bidder. An anti-collusion affidavit is required for this Bid. The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry.
A pre-bid meeting will be held on Tuesday, February 17th, 2026 at 11:00 a.m . at the Township Municipal Building, 8848 Jonestown Rd., Grantville, PA 17028.
Each Bid shall be submitted only on the enclosed Proposal Form included in the Bidding Documents. While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete, alter, amend or make additions to the wording to any of the Bidding Documents, including but not limited to the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a Bid may be cause for rejection of the Bid. Any questions regarding the Bidding Documents shall be submitted as Requests for Interpretation and the Bidding Documents may only be modified by Addendum issued by the Authority prior to the Bid opening date; provided, that Addenda applicable to one separate prime contract may be issued without modifying other separate primes as appropriate.
The Township Municipal Authority reserves the rights to reject any or all Bids; to waive any defects, errors, omissions, irregularities or informalities in a Bid or the Bid procedure; and to accept the lowest responsible, responsive Bid for each separate prime contract as determined by the Authority.
Bids will be received via PennBid Program until 11:00 a.m., on Monday, March 16th, 2026 , for each separate prime contract.
Bids may be taken under advisement and the award of each separate prime contract, if awarded, will be made to the lowest responsible, responsive bidder within sixty (60) days after the date of the opening of the Bids, or otherwise provided by law. The Township Municipal Authority reserves the rights to formally accept a Bid and award a Contract by public announcement at a regular meeting.
