NOTICE TO BIDDERS
Sealed proposals will be received by the Purchasing Division of the City of High Point, North
Carolina, located in the Municipal Operations Center, Warehouse Building at 816 East Green
Drive, High Point, NC, until 2:00 PM on Wednesday, September 30, 2026, at which date
and time they will be opened and publicly read for the following:

Upper Boulding Branch Sanitary Sewer Rehab
Bids are invited for work as follows as well as all related miscellaneous work:
The work under this contract includes cleaning and televising existing sewers and
rehabilitating manholes. The contractor shall expect the possibility for performing point
repairs, service lateral repairs, replacing sewers from manhole to manhole, service lateral
CIPP, installing CIPP, and pipe bursting. The exact rehabilitation (and its quantity) to be
performed will be issued to the contractor once CCTV has been reviewed by the contractor.
All miscellaneous work related to the above. Quantities and major work items are more
thoroughly described herein.
A pre-bid conference will be held on Wednesday, September 9, 2026, at 10:00 AM in the
Municipal Operations Training room located at 816 E Green Drive, High Point, NC 27260,
(Come through the guard gate, go to the stop sign and make a left. The MOC training room is
located at the top of the stairs of the Health and Safety office. Parking will be on your left). City
staff will be available to discuss the project and answer pertinent questions. All prospective
bidders are urged and cautioned to attend so as to prepare bids based upon a full understanding

General contractors are notified that "An Act to regulate the Practice of General Contractors",
Section 87-1 through 15, ratified by the General Assembly of North Carolina, on March 10,
1925, and as subsequently amended will be observed in receiving and awarding general
contracts.

No proposal shall be considered or accepted by the City Council unless at the time of its filing the
same shall be accompanied by a deposit with the City of High Point of a certified check on a bank
or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to
five percent (5%) of the total bid. In lieu of making the deposit as above provided, such bidder
may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to
execute such bonds; conditioned that the surety will upon demand forthwith make payment to the
City of High Point upon said bond if the bidder fails to execute the contract in accordance with
the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract
within ten (10) days after award or fails to give satisfactory surety as required herein.
A separate performance and payment bond each in an amount equal to one hundred percent
(100%) of the contract price will be required after bid award.
The City reserves the right to reject any and all bids, as may in the judgment of the City, serve its
best interest and the City further reserves the right to waive irregularities and informalities in any
bid submitted.
In accordance with the Federal "Americans with Disabilities Act" (the Act), the City of High
Point will not discriminate against individuals, and will not do business with vendors who
discriminate against such individuals in violation of the Act.
