The City of Richmond, Virginia (the “City”) seeks bids from qualified firms to provide general contracting services for the control system upgrade at the City’s Wastewater Treatment Plant (the “Project”). The Project, located within the Main Pumping Station, will entail upgrading the level 2 controls (the “Work”).
The Virginia General Assembly enacted Senate Bill 1064 (the "2020 CSO Law") to establish specific timeframes for the City to develop and implement both Interim and Final Plans, designed to address Combined Sewer Overflows ("CSOs"). The law applies to any owner or operator of a Combined Sewer System ("CSS"), east of Charlottesville, that discharges to the James River.
The City finalized and submitted the Interim Plan to the Virginia Department of Environmental Quality prior to July 1, 2021. The Plan listed a total of ten (10) Projects that need to be designed and constructed prior to the deadline of July 1, 2027. One of those Projects is the Level 2 Controls Update Project, which focuses on upgrading the Main Pumping Station ("Main PS") controls located at the City's Wastewater Treatment Plant. This update will allow the City to make better use of the 140 million gallons per day ("MGD") treatment capacity, thereby reducing combined sewage overflow volume and lowering the frequency of overflow events.
