The Mission and Installation Contracting Command (MICC) – Fort Hood is seeking information from capable and qualified sources, particularly small businesses, that can provide a commercial, subscription‑based mass text messaging platform to support the 2nd Brigade (2BDE) at Fort Hood, Texas.
1. Background
2BDE currently relies on traditional communication methods (e.g., printed flyers, command channels) to share information with soldiers and families. These methods are limited in reach and timeliness. The Government intends to procure a commercial text messaging service to establish a direct, reliable communication pathway for community events, family readiness updates, and other critical information.
A Draft Performance Work Statement (PWS) is provided for reference.
2. Required Capabilities
The Government anticipates a Firm‑Fixed‑Price contract for a contractor‑hosted messaging platform that includes:
Minimum 600,000 pre‑paid message credits at the start of the performance period
Ability to send SMS and MMS messages
A dedicated, high‑volume A2P 10DLC registered phone number
Dedicated onboarding and training for Government users
Assigned account manager for ongoing support
Platform security aligned with standard industry data‑protection practices
3. Requested Information
Interested parties shall submit a capability package (maximum five pages) addressing the following:
A. Company Profile
Company name and address
Unique Entity ID (UEI) and CAGE Code
Point of contact (name, title, phone, email)
B. Business Size & Socio‑Economic Status
