NOTICE OF INTENT TO A SOLE SOURCE

The Defense Logistics Agency Energy (DLA-E), Fort Belvoir, VA 22060 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to Award a Sole Source Firm Fixed Price (FFP w/ EPA) contract IAW Federal Acquisition Regulation (FAR) Subpart 6.302-1. The DLA-E intends to award a single source contract to Qatar Fuel (WOQOD).

The North American Industry Classification System (NAICS) for this requirement is 324110. The Product of Service Code for this requirement is 9130 & 9140. This will be a small business under the Small Business Administration (SBA) size standard for this sector.

Qatar Fuel (WOQOD) is the only authorized fuel retailer in the State of Qatar. The company is publicly listed on the Qatar Stock Exchange and is supplied by Qatar Energy. Qatar Energy is a state-owned petroleum company and is the only source for the required supplies. The State of Qatar does not allow any other entity to market, transport or distribute fuel, and it owns the petroleum company which supplies the fuel, therefore, Qatar Fuel (WOQOD) is a state-controlled company.

Pursuant to Qatar Law Number 4 of 2003 “Granting Qatar Fuel Company (WOQOD) the Concession to Market, Sell, Transport, and Distribute Gas and Petroleum Products,” for a period of 15 years, is still in force and has not been modified. In 2019, Law 21/2019 extended WODOD’s concession by five years, and in March 2024, this concession was extended for another five years through Law 2/2024 “Regarding Extending the Concession Granted to Qatar Fuel Company (WOQOD) for Marketing, Selling, Transporting, and Distributing Gas and Petroleum Products.”

DLA Energy will solicit and negotiate directly with Qatar Fuel (WOQOD), and no solicitation will be issued. This notice of intent is not for requests for competitive proposals or quotations, however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration at SAM.GOV (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and submit in writing via email to Georgia Dotson at Georgia.Dotson@dla.mil and are due by 4:30pm, April 30, 2025. No mailed or faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Qatar Fuel (WOQOD).
