Snow and Ice Removal Services at the Oriskany Facility, Oriskany, NY

NYS OGS Division of Real Estate (DRE) is seeking a vendor to provide snow plowing and snow/ice removal services at the Oriskany Facility located at 5900 Airport Road, Oriskany, NY 13424. The Oriskany Facility has approximately 500,000 square feet of designated roadways and parking lots.

This solicitation has a mandatory site visit. Refer to RFQ Section 1.3 Key Events for more information.

Refer to RFQ Section 1.4 Minimum Bidder Qualifications.

The following minimum requirements must be met by each Bidder:

1. Bidders must qualify as at least one of the following:

1. New York State certified Minority-Owned Business Enterprise; or
2. New York State certified Woman-Owned Business Enterprise; or
3. New York State certified Service-Disabled Veteran-Owned Business; or
4. New York State Small Business as defined under State Finance Law § 160(8), which means the business must be resident in the State of New York, independently owned and operated, not dominant in its field, and employ 100 or fewer persons.

1. A minimum of three years previous experience and possess manpower and equipment, as a Contractor as herein specified to perform the type, magnitude, and quality of work specified, or the senior management personnel of Contractor has been actively and normally engaged cumulatively for the Contractor and/or another firm or firms in which they also served as senior management personnel for at least the past three years. Provided, however, that in the case of the latter situation, the Contractor must have been in business for at least six months.

Note: NYS Office of General Services’ determination as to whether subject personnel serve or served in senior management positions shall be final.

1. Location of the Contractor’s office/facility that will serve this contract shall be located in proximity to the OGS Oriskany Facility, 5900 Airport Road, Oriskany NY, 13424, such that the Contractor can respond on-site within one hour if needed or requested by the Facility Manager.
