The University at Buffalo intends to make an award under our discretionary authority, pursuant to NYS Education Law §355 (5) (a), which is up to $125,000, for the above noted commodity/product or service. The State University of New York at Buffalo seeks a cloud-based, mobile-friendly campus portal to streamline access to services and information for students, faculty, and staff. The portal must fully support the following capabilities:

1. Role-Based Access: Supports custom audiences and roles, ensuring users see only the content relevant to their needs.

2. Google-like Search: To enable users to quickly find and launch campus resources.

3. Mobile-First Design: Ensuring a responsive experience across smartphones, tablets, laptops, and desktops.

4. Custom Branding: Supports institutional branding, allowing customization of logos, colors, style, etc.

5. Analytics and Monitoring: Offers visualization and reports of usage patterns, and ability to tie the portal to Google Analytics account

6. Scalable: The portal should have implementations at multiple R1 universities, and be able to support 40,000+ University At Buffalo users.

7. Native Apps: Capability to create Native App for iOS and Android.

8. Single sign-on: Utilizing using Shibboleth and/or InCommon.

9. RESTful API: For both pushing and pulling information to/from the platform.

10. Support of Common Alert Protocol: For pushing emergency alerts from an external emergency management system for prominent display in the portal.

11. Personalization: Allow users the ability to:

• Customize their views and create favorites for quicker access to desired resources.
• Ability to reorder their Favorite resources.
• View a history of recently used apps and tasks, or browse the most popular and top-rated tasks to discover more.
• Provide feedback and ratings on individual tasks or the portal itself

12. Backend Administration system: Allow authorized administrators and content providers the ability to:

• Define and setup groups and roles.
• Define targeted segments of users based on any criteria.
• Publish tasks and content and target it by role or segment.
• Define keywords for tasks and content, to improve search results.
• Arrange and categorize tasks for easy access.
• Schedule date-based announcements, banners, and tasks for any role or segmented population.
• Schedule Future Alerts and Announcements for recurring events.
