Description: NOTICE IS HEREBY GIVEN, that sealed bid Proposals for the above referenced Project at the Cortland County Airport – Chase Field (N03) in Cortland, New York will be received by the County of Cortland at the offices of the Cortland County Highway Department, 4267 Traction Drive Cortland, New York 13045 until 2:00 pm. local time on Thursday, May 22, 2025. Bid Proposals will be publicly opened and read aloud by the County of Cortland, in the Conference Room at the Cortland County Highway Department at 2:00 p.m. local time on the same date. PROJECT LOCATION: Cortland County Airport – Chase Field, 922 NYS Route 222, Cortland New York 13045. TYPE OF CONSTRUCTION: This project is to assist Cortland County (SPONSOR) with the bidding and acquisition of new Snow Removal Equipment (SRE) for use at Cortland County Airport Chase Field in Cortland, New York. The acquisition will include a standard over-the-road type minimum DOT Class 5 truck (carrier vehicle) and 10-foot snow plow. FAA Buy American requirements must be met for this project. Evidence of meeting the FAA Buy American standards is required with each Bid Proposal. PROPOSAL SURETY: All bids must be accompanied by a Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders) in the amount of five percent (5%) of the amount of the bid. PROJECT BID DOCUMENTS: Copies of the Contract Documents and Bid Forms will be available beginning Thursday, May 8, 2025. Contractors may sign up for plans and download them directly from the internet at no cost on Cortland County’s web site by visiting https://www.cortlandcountyny.gov/bids.aspx under the project name “Cortland County Airport – Snow Removal Equipment Acquisition”. No hard copies of the plans and specifications will be provided. Bidders are responsible for checking the above website for all project updates including all Addenda to bid documents. BID PACKAGE: Bidders must supply all the information required by the proposal forms. The project is being funded in part by the Federal Aviation Administration’s (FAA) Infrastructure Investment and Jobs Act (IIJA) and the New York State Department of Transportation. Due to the expected funding timeline, contract award is not expected to take place until the Fall of 2025. All bid Proposals shall be delivered to the County of Cortland at the above listed address with the following information clearly labeled on the outside of an opaque, sealed envelope: “Bid for Cortland County Airport – Snow Removal Equipment Acquisition”, Legal name and mailing address of the bidder. When sent by mail, preferably registered, the sealed proposal, marked as indicated above, should be enclosed in an additional envelope. Bid proposals must be submitted in duplicate (one original and one exact copy). The County of Cortland reserves the right to reject any and all bid Proposals, to waive any informality in bid Proposals received, and to make awards in the best interest of the County of Cortland.
